Political elite and bureaucracy: common and special in the process of state formation.
Abstract
The socio-political phenomena of “political elite” and “bureaucracy” are ambiguous and largely contradictory. Understanding their essence, nature, specifics
is necessary in many aspects, implementation of political processes, including in the field of public administration, state formation in general. The paper presents a retrospective overview of problems in the activities of the political elite and bureaucracy. It is widely used the definition that the political elite are the “leading strata of society, leading the economic, economic, political, spiritual, intellectual, military, etc. branches of public life”. Important points can be made to the definition, namely that while politics permeates all spheres of public life, it is not quite correct to call the political elite only the higher, leading, state elite. It is also significant that the political elite is a sufficiently independent and relatively privileged part of society, which, due to its status, development, abilities, qualities, etc., is higher than other social groups in society. In addition, according to certain types of political activity, the political elite is often divided into state-administrative and deputy, municipal, party, elite of individual public organizations, etc. There are many classifications of the political elite, they are generally well-implemented, especially in the modern political sciences. The following results follow from consideration.
First, both the political elite and the bureaucracy are objective subjects of socio-political processes, though in essence, functionally, they are largely different
from each other.Secondly, both the political elite and the bureaucracy, the relationship between them in the further development of modern societies, the transformations of states will be more and more markedly transformed and transformed. This is largely due to the fact that the policy itself, especially the state policy, acquires the most visible features of a phenomenon, a tool, an instrument that should not so much solve numerous problems of socio-economic, political, spiritual, moral or other nature, but how to work for a person, to ensure the harmonization of interests of citizens, social groups, consolidate nations, peoples, and ultimately — humanity. In such complex and ambiguous processes, a prominent place is given to the leaders of the peoples — the political elite and the main implementers of state policy — the bureaucracy, in a good, professional sense of the word. Third, how will the political elite, bureaucracy, their social roles, functions, relationships change in the sense that through joint efforts to ensure the positive
development of man, group, society, humanity as a whole is a wide field for the continuation of research by philosophers, historians, sociologists, psychologists, specialists in public administration and other sciences.
