The issue addressed in this study concerns the dual nature of bureaucracy in the process of state governance modernization. On one hand, it ensures stability and professionalism, while on the other hand, it creates corruption risks, inertia, and hampers innovation. The foundation of the research lies in analyzing contemporary trends in public administration, which consider the need to reduce the negative aspects of bureaucracy and enhance its positive functions. An analysis of recent studies and publications demonstrates a wide range of views on the role of bureaucracy in state governance. In particular, its positive aspects, such as process rationalization and the creation of transparent governance mechanisms, are contrasted with challenges such as the hypertrophy of regulatory procedures, corruption, and the lack of an innovative approach. Special attention is given to the impact of bureaucratic culture on the effectiveness of civil servants, where research results indicate the ambiguity of this influence. The purpose of the article is to analyze bureaucracy as both a positive and negative phenomenon in the context of state governance modernization. The core material of the article is based on an interdisciplinary approach, which combines sociology, political science, economics, and public administration. The methods of content analysis, comparative analysis, and critical discourse were used to assess current governance practices in Ukraine. The study highlights the introduction of e-government, which promotes process transparency and increases citizens’ trust in government institutions. Empirical analysis revealed that the implementation of digital competencies among civil servants would reduce administrative costs by 20% and decrease service delivery time by 25%. In conclusion, it is noted that governance modernization is impossible without the comprehensive transformation of bureaucratic structures. This includes the introduction of effective anti-corruption mechanisms, digitalization of services, building institutional capacity, and the development of public oversight. The purpose of the study is to analyze the features of public management of socio-economic development of communities in the conditions of modern challenges, which is due to the study of modern features and further development directions. Methodology. The materials of the study are: regulatory and legal documents on the study of socio-economic development of communities; scientific works of researchers, which clarify modern approaches to the socio-economic development of territorial communities, directions and risks of local economic development in war conditions, analyze modern mechanisms of community development and tools for the restoration of territories, socio-economic potential of communities in the conditions of martial law. Obtaining results is built on the fundamental provisions of public administration, economics, and achievements of modern scientific thought. The following methods were used in the research process: the dialectical method (made it possible to study the dynamics of socio-economic development, its tools), the systematization method (made it possible to group scientific approaches to the main problems of the phenomenon under study in modern conditions), the analysis and synthesis method (to establish the components of the resource potential and risks of socio-economic development of communities), the generalization method (made it possible to build a conceptual flowchart of the directions of socio-economic development of communities in the conditions of modern challenges). Scientific novelty. It was determined that the conditions of martial law led to the presence of new participants in the process of local socio-economic development of communities – internally displaced persons and relocated businesses, the formation of new types of interaction and the formation of an effective business infrastructure taking into account the security component. The relocation of business and internally displaced persons changed the socio-economic development of communities, which is justified by new opportunities for building their potential based on the activation of business activity, the creation of new jobs, the ability to reduce the burden on the local budget and support the appropriate level of consumer demand of the population. A number of problems of communities under martial law have been identified and priority measures in this direction have been identified, which are universal for all communities. The change in management approaches of local governments is due to internally displaced persons, where the most difficult task was their integration into the socio-economic life of communities and led to an increase in the burden on local social infrastructure, an increase in local budget expenditures, the implementation of programs and projects to support them, and the provision of additional social services. Results. The determinants of the violation of the financial sustainability of communities (destruction of infrastructure, housing, reduction of economic activity, fall in the level of real incomes of the population, demographic crisis) have been established, which has led to a number of measures at different levels of government to stabilize the situation. The dependence of local budgets on targeted transfers from the state budget indicates insufficient autonomy in the management of funds received from the state. The ways to solve the problem include improving the local financing mechanism (tax reform), which will contribute to the full financial independence of local governments. The purpose of the work. Determination of the goals and directions of state support for the development of agrarian business. Methodology. Theoretical, methodological and empirical research base. The theoretical and methodological basis of the research is the provisions of modern economic science, normative and legislative acts, monographs, periodicals, materials of scientific conferences of scientists and leading practitioners on issues of state regulation and state support of agrarian business. Abstract-logical, monographic, calculation-constructive, system-cognitive analysis, statistical-economic and other methods of economic research were used in the article. Scientific novelty. The definition of state support for small and medium-sized agrarian businesses has been improved, which should be understood as the system of organizational, economic, legislative and legal influences of state bodies of various levels on business units and provides for the creation of conditions necessary for improving the level and quality of life of the rural population, solving the task of harmonizing interests and the goals of society, business and the state in conditions of price disparity, the share of imports in the domestic market for some types of food. Conclusions. Reproduction of the main production funds by small and medium-sized agrarian business organizations is carried out in accordance with their development strategy and investment opportunities. The structural features and specificity of agricultural production complicate and slow down the process of reproduction of the main production funds. Ensuring the country’s food security requires significant resource and financial support for agricultural enterprises. The article is devoted to the problems of identifying and systematizing the weak points of the state mechanism of the Russian Federation and the prospects for its destruction. In the opinion of the author, the problems of the stability of the state and the vulnerability of its mechanisms to internal and external influence are largely determined by the model of government. At the same time, it is emphasized that the modern state model of the Russian Federation originates not from the Norman formations, Kievan Rus, the Novgorod Republic or Byzantium, but from the Horde, the fall of which marked the beginning of the formation of the Muscovite, and later the Russian, state. The main attention is devoted to the identification and systematization of the key principles of the Horde mechanism of statehood, which have both advantages and disadvantages. The shortcomings of these foundations can be used to purposefully accelerate the process of destruction of the Horde state. The main features of the Horde concept, which Russia borrowed and used in its state creation, are suggested to be: excessive centralization of state administration; the sacredness of the ruler, as the absolute personification of all virtues and the fullness of power; high level of militarization and formation of a «police state»; the state-centric concept of social relations; replacing personal rights with personal privileges; the presence of a higher, sacred mission that justifies all the sacrifices of the common population and any repression. At the same time, each sign has strengths and weaknesses. The need to focus attention not only on reducing the revenues of the Russian state, but also on stimulating internal destructive processes that threaten the integrity of the state mechanism is emphasized. Particular attention is paid to the centrifugal tendencies of the national elites representing the interests of the national minorities of the subjects of the federation. The purpose is to analyze modern approaches to human resources management in public administration. Methodology. The methodological basis of the dissertation research was the fundamental provisions of the science of public administration and general scientific principles of the analysis of social phenomena and processes, as well as the works of leading Ukrainian and foreign scientists. The study was based on a systematic method of cognition, on the basis of which the essence of the conceptual and categorical apparatus of the study was clarified, including the concepts of «personnel policy», «personnel policy in the public administration system», «personnel policy in the public service». Scientific novelty. Strategic planning of personnel security in public administration is a key aspect for ensuring the stability and efficiency of the functioning of state bodies. In modern conditions, when state structures face numerous challenges and threats, not only the efficiency of their work depends on the effectiveness of personnel security, but also the public’s trust in state institutions. This paper analyzes the fundamentals of strategic planning for human resources security, focusing on the integration of human resources into the overall strategy of public administration. It examines a conceptual approach to the formation and implementation of a human resources security strategy, which includes forecasting possible threats, identifying key tasks and mechanisms for their implementation. Conclusions. The main components of strategic planning for personnel security include the analysis of external and internal threats, the development and implementation of a strategy, the implementation of a monitoring and control system, as well as the assessment of results and correction of the strategy. The analysis of external and internal threats includes the identification of risks that may negatively affect personnel security, such as corruption, abuse of power, insufficient qualifications of personnel or ineffective management decisions. The development and implementation of the strategy involves the creation of a comprehensive action plan, which includes improving the procedures for selecting and training personnel, the implementation of a system of continuous training and advanced training, as well as the creation of clear rules for assessing and controlling the activities of civil servants. The implementation of a monitoring and control system allows the development of mechanisms for constant monitoring and assessing the effectiveness of the implementation of strategic measures, which helps to identify and respond to new threats in a timely manner. The assessment of results and correction of the strategy includes a regular analysis of the results of the implemented measures and adjustment of the strategy if necessary, which ensures the flexibility of strategic planning to adapt to new conditions and challenges. The importance of strategic planning of personnel security lies in the fact that it allows not only to prevent negative consequences, but also to ensure the stability and efficiency of the work of state bodies. The implementation of an effective personnel security strategy contributes to increasing public trust in state authorities, strengthening the moral climate in government bodies and increasing the overall efficiency of public administration. The author conducted a study of the issues of the Russian-Ukrainian energy confrontation in the context of public administration mechanisms in forming a resilient energy security system for the state, starting from the Ukraine’s independence in 1991 to the present. The study demonstrates that Ukraine’s energy system is operating in an extremely critical state and is currently preparing for the 2024–2025 autumn-winter period under wartime conditions. This examination, therefore, highlights the necessity of investigating the Russian-Ukrainian energy confrontation through the lens of public administration mechanisms in forming a resilient energy security system for the state. A separate part of the study focused on the theoretical foundations for analyzing international energy confrontations between countries, including the processes of creating artificial surplus and deficit economic conditions in global energy markets, and other administrative mechanisms employed by states to strengthen and preserve their energy security. The research illustrated the chronology, features, and characteristics of key events in the Russian-Ukrainian energy antagonism from 1991 to 2024, with special attention to the current period of Russia’s full-scale military invasion starting in 2022. Additionally, it detailed the stages of Russia’s destructive influence on Ukraine’s energy security over different periods. The study demonstrated that acts of energy terrorism, carried out at the state level by Russia against Ukraine’s civilian fuel and energy infrastructure, have become an integral part of Russia’s full-scale aggression against Ukraine. These actions by the aggressor state have evolved into a distinct and significant form of military aggression, constituting a critical component of the Russian-Ukrainian war. It was argued that it is impossible to fully and accurately predict Russia’s future aggressive actions aimed at undermining the integrity of Ukraine’s energy security. The article is devoted to the analysis of scientific approaches to the features of forming mechanisms of effective interaction between business and government bodies. The work explores the conceptual and categorical apparatus, in particular, scientific approaches to the definition of «interaction» in the managerial aspect, as well as the interaction between government and business, which made it possible to form an author’s approach to this category. For a thorough disclosure of the topic, the features, goals and objectives of the interaction between business and government bodies are outlined. The emphasis is on forming relations between business and government bodies on the basis of mutual responsibility, openness and transparency, mutual balance between both parties for further socio-economic development. The special place of mechanisms in the state-administrative dimension, which is reduced to a component of the management system, is substantiated for effective interaction between business and government bodies. Scientific approaches to such concepts as «mechanisms», «mechanisms of state administration» and «mechanisms of public administration», their components and features are revealed. The initial category of interaction between business and government is determined to be public administration mechanisms, because it is on them that the impact on factors related to the activities of the subjects of the system, their effectiveness, depends. Considering that the public administration system is aimed at maximum involvement of citizens and satisfaction of their needs, that is why most public administration mechanisms are focused on achieving these goals. The mechanism of effective interaction between business and government should be considered a corresponding subspecies of the holistic general design of the public administration mechanism, which is characterized by a complex structure and has a purposeful purpose in the modern public administration system. Emphasis is placed on scientific approaches to interpreting mechanisms in the context of interaction between business and government. It is established that public mechanisms for the development of interaction between business and government consist of a plurality of interconnected elements that are combined and provide practical implementation of constructive partnership relations between these entities in order to form further socio-economic development of the state and activities to meet socially significant needs. The author’s position on the concept of «mechanisms of effective interaction between business and government» is proposed. The purpose of the article is to analyze the factors that contribute to the formation of effective leadership in military units and to develop recommendations for optimizing management decisions in this area. Methodology. Obtaining results is based on the fundamental principles of public administration science, psychology. The methodological tools of using both general scientific methods of cognition and special ones. The study used such research methods as dialectical, systematization method, analysis and synthesis method, generalization method. Scientific news. Leadership in military units is critically successful for the successful completion of combat missions and ensuring the overall effectiveness of the armed forces. Particularly vulnerable to the development of post-traumatic stress disorder (PTSD) are individuals who have sometimes noted the impact of traumatic events or witnessed them. In the context of the current conflict, military personnel represent one of the most vulnerable groups of the population. Constant exposure to life-threatening situations, participation in combat, and exposure to extreme conditions significantly increase the risk of developing PTSD in this cohort. Conclusions. Modern challenges, such as the complexity and multidimensionality of military operations, highlight the significance of the psychological aspects of leadership. Military leaders are expected to not only possess professional competence but also make quick, informed decisions in uncertain conditions, motivate subordinates, and maintain their morale in critical situations. Effective leadership in military units involves consideration of psychological factors such as motivation, fears, emotional states, and stress responses. This ensures the combat readiness of units and promotes cohesion and effective interaction among servicemen. State management plays a crucial role in shaping effective military leadership through regulatory support, creating conditions for the professional development of military personnel, and providing access to modern knowledge in military psychology. The article offers recommendations for optimizing management decisions through the integration of innovative training methods such as case technologies, emotional intelligence, and stress resilience training, as well as consideration of individual servicemen’s characteristics. The adaptation of military leadership doctrine to new conditions, particularly in the context of hybrid threats, is essential. The conclusions emphasize the need to modernize approaches to military leadership with a focus on flexibility, individualization, and the integration of advanced psychological methods. The article explores the features of associations of local governments and their significant role in the countries of the European Union. These associations ensure the representation of local communities’ interests at both the national and European levels. The main tasks of such associations include advocating for political decisions, supporting democratic processes, promoting sustainable development, and enhancing the professional qualifications of local government employees. At the same time, the activities of associations of local governments are characterized by specific features that depend on the legal and political context of each country. In the European Union, these associations possess substantial lobbying powers, receive regular funding from a state and European institutions, and collaborate within European organisztions, such as the Council of European Municipalities and Regions and the European Committee of the Regions. Key challenges for European associations of local governments include bureaucratic barriers and the need for coordination among numerous members, whichs complicate the decision- making process. Despite these challenges, most associations effectively address these issues through regular funding, a well-functioning management structure, and active participation in the decision-making process at the EU level. Studying the European experience of associations of local governments has a practical value for Ukraine.
