In the article the theoretical and methodological approaches to the defining the role of professional, self-regulatory mechanisms in the development of technical system of providing in construction are investigated. Determined, that the distinguishing feature of the modern systems of technical regulation of economically developed countries is the widespread use of self-regulatory mechanisms. Unceasing of the process of increasing of social complexity of modern society, which has a significant impact on the system of public administration is founded. Need of strengthen of the institutional capacity of self-regulatory organizations and the creation of a legislative basis for the introduction of the European model of organizational structure of the system of the technical providing is proved.
