Modern Ukraine experiences a painful, long-standing process of forming fundamentally new elite that lacks as yet legitimacy, national character, and greater responsibility with respect to the people.

Political nation is considered in the triple aspect: a) as a dynamic, and by no means constant notion, b) as a qualitative-political, but not qualitative-demographic phenomenon and c) as a politologemic synthesis of all nations-ethnical groups, and not “conglomerate of the representatives of the minor brothers” in a political country bearing the name of the titular nation. In the work the historiology of classical conception of political nation dealing
with the period of time starting from the period of the French Great Revolution of the end of the XVIII century backgrounded by the events of the “napoleonized Europe” up to the first decade of the XXI century with Ukraine as background was revealed. The question of particularities of construction and existence of political nation in a multipeoples country isthoroughly studied.

Ukraine is now facing a latent crisis of legitimacy of the public authorities, political legitimacy of the Constitution. Imperial geopolitics of Russia and the USA aimed at instituting control over strategically important territory of Ukraine. The technocratism is interpreted in three meanings: 1) as the collection of regulating functions of the technical specialists (technocratists); 2) as ideally-theoratical explaining of the politically-technocratical model of the social cases regulation; 3) as the type of the political regime, in the framework of which the technocratists “regulate goverment tone”. The genesis conception of the political technocratism was held during the English industrial revolution on the boundary of XVIII and XIX centures till nowadays. There was discovered historiology and specific of the soviet and contemporary Ukrainian types of technocratical thinking and actions in the political sphere.

The conception of ethnominor’s liberalism — as the unity of ideas about socially-political rights and freedoms of ethnohuman minorities in the structure of multipeople countries — is concluded from theoretical doctrines’ contexts of the big group of thinkers from the beginning of XVI centure and till the Ukrainian ethnoliberal conceptions of the independent times on the boundary of XX and XXI centures. The conception itself — as theoratical phenomenon — is based on three ideas of J. S. Mill — B. Rassel’s “liberal sensibilities”: “free human being” — “plural multipeople society” — “liberally fixed ethnohuman minorities”. The measure of investigating of this conception in the multipeople society expresses the stage of its democratic regime.

The main idea of the article is the politologically-people strengthening of the dualism “political system-social system” in the multipeoples country. The ethnic structure specific of the political and social systems in the middling westeuropean country (where all the peoples-ethnics are on the one national level of the sociocivilizational maturity) is found, on the one hand, and modern Ukraine — on the another hand (where the representatives of four sociocivilizational stages live, — the dintis, tribes, peoples, nations). The complementation logic of the political and social systems is outlined in the averagemodel multi peoples country considering the potential not only the major nation-ethnic, but also including the minor nations.

In the article “nation” is investigated as double-meaning phenomenon, — as a) inhabitants of the country and b) as ethnohistorical community. The national mentality is considered in the unity of three ethnosocial origins. It is — 1) national historical memory, 2) acquired social experience and 3) produced by the nation social consciousness. The specific of forming “modern ukrainian mentality” is cleared by the historiological method from the methods of political thnology. The most effective positions are the next ones, — finding the concrete “exceptions” of the national ethnopolitical mentality on the background and in the subject connection with the general European political history of New times and ages.

In multipeoples countries every people-ethnic is eager to realize its right on “political nostrification of its Motherland”, where and when another nation or country resists, — there then different ethnopolitical conflicts appear. They demand the right for all the peoples-compariats to be the source of the political power and represent the country’s sovereignty. This position (fixed by the fifth article of the Ukrainian Constitution) traces
in the ethnopolitical history about more then ten European, Asiatic, American and African countries, from which actual polithologically-ethniological conclusions are made.

From then on the confederation became a single federal state. Two states amalgamated as one. The rights of the common people were expanded creating conditions for furhter progres within the state.

Ethnopolitical management is shown as a part of state regulation and the main instrument of ethnonational politics. Functions of control and regulation in sphere of international relations are based on it. As a specific kind of activity of state and its structural elements, it demands gradual, conscious, aimed influence on development of ethnonational sphere of society with aim of receiving definite purposes. Aim, task and direction of functioning of
ethnopolitical management are determined by the state ethnopolitics.
