Scientific approaches to the definition of «corruption» in public administration are studied. It is revealed that corruption is not only a legal act, but also an economic and socio-psychological one. Depending on the methodological approach, an understanding of the essence of corruption in a broad and narrow sense is revealed. It is found that corruption is a multifaceted phenomenon, and its definition depends on how widely its manifestations and consequences are considered. The author's definition of corruption in the public service system is provided. Scientific approaches to the concepts of «corruption risks», «corruption risk management in the public service system», «counteraction to corruption risks in the public service system» are studied. The emphasis is on identifying methods for classifying the prevention and counteraction of corruption in the public service. The scientific approaches to the division of corruption by types and forms are analyzed. It is proposed to classify corruption in the public service system according to the following criteria: volume and level; type of benefit received; areas (branches) of manifestation in the public service; nature of corrupt acts. The most threatening consequences of corruption are identified. The definition of anti-corruption practices is provided, their purpose is characterized. The key components of anti-corruption practices in the public service system are identified: legislative and regulatory regulation; institutional mechanisms; prevention and resolution of conflicts of interest; transparency and openness; participation of the media and civil society institutions; management of corruption risks; ethical standards of behavior. In the public service system, modern anti-corruption practices are multifaceted and constantly improving, adapting to new conditions and challenges. The objective of this study is to substantiate the conceptual unity of risk management and crisis management, and to propose a unified methodological model in which risk functions as an internal phase of a crisis situation. The study also aims to define the methodological foundations for integrating risk management into managerial activities under crisis conditions. Methodology. The research is based on conceptual modeling and an interdisciplinary approach, incorporating systems analysis, scenario modeling, the project life cycle concept, quantitative assessment of residual risk, and the use of logic-graphical models. Scientific Novelty. The scientific novelty lies in the development of an integrated model in which risk is viewed as an internal component of a crisis situation. Instead of the traditional dichotomy between «risk management» and «crisis management», their methodological unity is substantiated: risk is conceptualized as a segment of the crisis process that begins with a triggering event and ends either in a positive outcome or a loss of control. The concept of a «risk-decision» is introduced as a managerial tool that combines proactive analysis with resource-based response readiness. A mathematical model for risk neutralization is proposed: E = C × (1 − η), which enables the quantitative evaluation of the effectiveness of crisis response measures. The distinction between active and passive risk management strategies is also elaborated. Conclusions. Risk management cannot be considered in isolation from crisis management. Risk is not only a precondition for a crisis but also an inherent dynamic component of it. The proposed model allows for a reconceptualization of a project as a sequence of crisis situations requiring «risk-decisions», taking into account the variability of event trajectories, available resources, and the level of uncertainty. It is established that effective risk management requires a shift from a declarative to an instrumental approach. Rather than relying on reactive crisis response, it is advisable to implement an active system of managerial decision-making. The purpose of the work is to study the institutional and functional principles of the implementation of electronic democracy in Ukraine. Methodology. The following methods were used in the study of the institutional and functional principles of the implementation of electronic democracy in Ukraine: dialectical – when studying state-forming and legal phenomena by isolating their components in their interconnection and unity; dogmatic (logical and legal) - when analyzing the norms of the current legislation of Ukraine regarding the disclosure of the institutional and functional principles of the implementation of electronic democracy in Ukraine; methods of modeling, analysis, synthesis, deduction and induction. Scientific novelty. It is argued that the functioning bodies of state power for the implementation and development of electronic democracy in Ukraine are now sufficient. Their powers allow this process to be carried out quickly and effectively. In addition, individual ministries are able to implement appropriate measures to implement e-democracy in the deoccupied territories, which is currently extremely relevant and necessary. Conclusions. Rapid trends in the development of information and communication technologies, informatization of society require the search for additional ways and new means of improving national legislation, in particular, by borrowing successful foreign experience of administrative and legal support in the field of electronic governance. The goal is to analyze the best practices from foreign experience of administrative and legal support in the field of electronic governance, which will allow to implement the successful experience of foreign states in the studied field into national legislation and use it in Ukraine. Novelty. Digital government can play an important role in building effective, inclusive and accountable institutions to support policy development and service delivery to achieve the Sustainable Development Goals. The 2030 Agenda for Sustainable Development and the Sustainable Development Goals embrace the proliferation of information and communication technologies and global connectivity as having great potential to accelerate human progress, bridge the digital divide and develop a knowledge society. Governments around the world are now recognizing the power of ICTs and digital government to develop and transform government institutions, the public sector landscape as a whole, and their service delivery capabilities. Conclusions: Most countries in the world lack the scientific, technological, economic and educational capabilities to create an information-rich society on par with developed countries. Historical sources of political modernization processes are an important source for analyzing modern trends in the development of democracies in the world. The goal is to analyze the historical trends in the development of Western democracies in the context of political modernization and democratic transit processes. Novelty. In the 70s of the 20th century, two interrelated theories were updated, which are today the undisputed leaders in the field of comparative political research methodology – the theory of rational choice and neo-constitutionalism. The main achievement of the theory of rational choice is that it reduces the diversity of human activity to simplified models – games – and in each determines the optimal subjects of strategy. At the same time, the results obtained are, firstly, neutral, and secondly, widely used to explain social and political phenomena and their forecasting. The current stage of modernization began in the late 1980s. It began under the conditions of the collapse of the world socialist system, when post-socialist countries tried to join the world community of peoples and build civilized social states. Currently, the theory of modernization is being transformed into an important tool of knowledge. The theoretical and methodological prerequisites of the modernization paradigm are formed by the classical theories of social change of G. Spencer (from «military» to «industrial» society), Emile Durkheim (from mechanical to organic solidarity), F. Tönnis (movement from natural ties of community to artificial atomistic). In accordance with the approaches developed in the 50s and 60s, pp. XX century, modernization is a large-scale, multifaceted process that involves rapid social dynamics, radical changes in the social structure, living standards, cultural norms and values. Conclusions. The regulatory and legal framework plays a key role in the process of implementing reforms in the sphere of healthcare, providing legal mechanisms for the implementation of new management approaches, financial models, organizational structures and quality standards of medical services. It is through legislative regulation that changes are legitimized, the boundaries of responsibility of government bodies are determined, conditions are created for accountability, transparency and protection of citizens' rights. The goal is to analyze the theoretical and methodological principles of developing regulatory and legal support for public administration in the sphere of healthcare. Novelty. In countries with economies in transition, in particular in Ukraine, the regulatory and legal framework often performs not only a regulatory, but also a transformational function, serving as a tool for institutional modernization. Reforms based solely on administrative or political decisions, without proper legal support, usually have limited effect and are vulnerable to rollback. On the other hand, the presence of a stable, consistent and harmonized legal system allows creating a favorable environment for long-term changes. Conclusions. The success of reforms, in particular such as the autonomy of medical institutions, the introduction of electronic health (eHealth), the development of results-based financing (RBF) or public- private partnerships (PPP), directly depends on the presence of a clear legal framework. Such a framework should include: defining mechanisms for interaction between central and local authorities; regulating access to data and digital services; regulatory support for accountability and performance monitoring. The regulatory framework is the basis for intersectoral interaction within the framework of the concept of “Health in All Policies”, where health care is integrated into policies in the transport, education, housing, etc. This requires adapting the current legislation to an interdisciplinary approach, which is another proof of the importance of the regulatory framework as a strategic resource for reform. Institutional support for the development of human resource potential in the health care sector of Ukraine is formed at the intersection of regulatory, legal, organizational, managerial and financial and economic components. Within the institutional environment, human resource policy is implemented through a system of administrative acts, strategic documents, requirements for the quality of medical services, mechanisms for financing and accounting of human resources. Human resource potential does not exist in a vacuum – it is formed and develops only if there is a holistic management contour that ensures the relationship between the needs of the health care system, the capabilities of the human resource market and political priorities in the health care sector. The purpose is to analyze the theoretical and methodological principles of developing the human resource mechanism of state administration in the health care sector. It is the state authorities that play a key role in formulating strategies, coordinating actions, allocating resources, and ensuring the sustainability of the system through effective personnel policy. Novelty. Public management of the human resources potential of healthcare is implemented through a multi-level system of authorities and accountable structures – from the Ministry of Health (MOH) and the National Health Service of Ukraine (NHSU) to territorial health departments, public health centers, medical institutions, and professional communities. Each of the elements of this system has a certain functional competence in personnel policy – from the formation of requirements for educational programs and standards of continuous professional development (CPD), to the conclusion of contracts with medical institutions and monitoring of personnel workload.
