Requirements for Formatting and Submission of Publications

The articles by doctors of science, candidates of sciences, young scientists (postgraduate students, applicants, masters), as well as other persons who have higher education and are engaged in scientific activities, are taken on for publication. The authors submit articles that are solely their own original research, following the rules of citation and referencing. Provision of fraudulent information or plagiarism is unacceptable and unethical. In addition, only articles that have not previously been published in other journals are accepted.

To publish an article in the scientific journal "Scientific Bulletin: Public Administration" it is necessary:

▶ To the e-mail address [email protected] send an article prepared in accordance with the specified requirements.

▶ If necessary (for persons who do not have a scientific degree) provide a scanned review (photocopy) to the article.

All articles, which the Editorial Board recommends for publication, are published in the journal on a fee basis and in the order of their first-out for consideration. The author (s) pays (pay) the fee when the editor sends the approval of the Editorial Board to publish the article. The editorial office carries out a unanimous peer review of the articles and checks them for plagiarism; after that, the authors receive the banking details.

Prohibition to refer to the aggressor state’s scholarly papers
It is prohibited citing and including in the reference list russian-language contributions published in any country, incl. papers written in other languages but published in russia and belarus.

Academic integrity
The Editorial Board guarantees high-quality anonymous peer-review of articles and their check for plagiarism using StrikePlagiarism.com by the Polish company Plagiat.pl.

The publication fee is 1400 UAH (for 12 pages). Each extra page is 50 UAH. The publication fee covers expenses associated with reviewing, article proofreading and editing, journal mocking-up and publication of its electronic version.
The editorial board accepts for free publication individual articles by postgraduate students enrolled in state-funded programs, provided that they comply with the established requirements and principles of academic integrity.
Along with the article, postgraduate students enrolled in state-funded programs must submit a certificate from the postgraduate department confirming their enrollment. The certificate must bear the signature of the head of the postgraduate department and the official seal.

The journal’s electronic version becomes publicly available on the website duly.

If desired, an author can order a printed copy of the journal. The cost of a printed copy is UAH 800, which is paid in addition to the publication fee.

Example of registration of the electronic file name: Shevchenko_I.I._article, Shevchenko_I.I._receipt.

A manuscript can be accepted by the Editorial Board only if the following requirements are met:
• The manuscript is the author's original work and has not been previously published anywhere.
• The research was conducted in compliance with the consent obtained from all individuals or organisations mentioned in the manuscript.
• The authors of the manuscript have not violated the intellectual property rights of others. If the manuscript includes materials from other persons—except in cases of quotation to the extent justified by the scientific, informational, or critical nature of the manuscript—the use of such materials is carried out by the Licensor in compliance with the law.
• In case of using artificial intelligence (AI) in the preparation of the manuscript, such use has been fully reflected in the "Use of artificial intelligence tools" section.

It is necessary to indicate the absence or presence of a conflict of interest. If there is a conflict of interest, it must be specified. In the absence of a conflict of interest, the following phrase must be stated: The authors declare that they have no conflict of interest regarding this research, including financial, personal, authorship, or any other nature that could influence the research and its results presented in this article.

Financing
Sources of funding must be indicated. If there is no funding, it must be stated: The research was conducted without financial support.

Data availability

Choose one of the options and state it in the manuscript text:
• The manuscript has associated data in a data repository;
• The manuscript has data included as supplementary electronic material;
• Data will be provided upon reasonable request;
• Data cannot be provided for reasons stated in the data availability statement;
• The manuscript has no associated data.

Use of artificial intelligence
Choose one of the options and state it in the manuscript text:
If AI was not used, specify the phrase:
The authors confirm that they did not use artificial intelligence technologies in the creation of the submitted work.
If AI was used, it must be declared in accordance with the editorial policy using the following scheme:
– AI model and number.
– Exactly where it was used (in which section of the article).
– Exactly what was done using AI tools (specific description).
– How the authors verified the results provided by AI tools.
– How the result provided by the AI tool affected the research conclusions.

Authors' contributions

Specify the author's contribution according to CRediT (Contributor Roles Taxonomy) in the format:
First Name Last Name of author 1: contribution 1, contribution 2, contribution 3; First Name Last Name of author 2: contribution 1, contribution 2, contribution 3.

References (at least 15 literature sources)
The percentage of self-citation is no more than 30% (i.e., if you used 10 references, no more than 3 can be to your own works).

Requirements for the article title:
• Does not contain abbreviations.
• Strictly corresponds to the content of the article.

Requirements for abstract:
• No more than 1900 characters with spaces, including keywords.
• Does not contain abbreviations understood only from the context of the article.

Requirements for keywords:
• No more than 10 words.
• Do not contain abbreviations understood only from the context of the article.
• Separated by commas.
