CONCEPTUAL PRINCIPLES OF TRANSFORMATION OF THE REGIONAL HOSPITALITY INDUSTRY: INSTITUTIONAL ASPECT

The article examines the theoretical and methodological principles of the formation and improvement of the institutional mechanism for the transformation of the region's hospitality industry in the context of crisis and post-crisis recovery. The essence of the concepts of "institutional architectonics" and "institutional mechanism" is revealed, as well as their relationship in the context of transformational processes in the hospitality sector. It has been proven that the effectiveness of the functioning of the institutional mechanism depends on the level of coherence of formal and informal institutions, the presence of a clear regulatory framework, information openness, and coordination of actions of all stakeholders. It has been determined that the hospitality industry is one of the most vulnerable, but strategically important segments of the national economy, especially in the context of a full-scale war in Ukraine. An analysis of the institutional support for the functioning of the hospitality and tourism industry in the Lviv region was carried out, and the main problems of coordination between institutional "actors" - executive authorities, local self-government, business and community - were identified. The need to modernize the institutional structure of management bodies in the field of tourism and hospitality, unify their functions and names in accordance with the vertical of management, as well as improve the regulatory and information support of activities is substantiated. A conceptual model of hospitality and tourism industry management at the institutional level is proposed, which involves systemic interaction between government, business, the public sector, and scientific and educational institutions. It is argued that the Lviv Regional Military Administration, as a center of synergistic interaction, should play a key role in coordinating the institutional mechanism. It is noted that the proposed approach will contribute to increasing the efficiency of regional management, adapting the hospitality industry to crisis conditions, and ensuring its sustainable development in the post-war period.
