INVESTMENT MECHANISMS FOR RECONSTRUCTION: PUBLIC–PRIVATE PARTNERSHIPS AND GRANT INSTRUMENTS

The paper proposes an investment reconstruction architecture that combines public–private partnership and concession contracts with grant and guarantee instruments from the European Union and international financial institutions. Based on legal and institutional analysis, it substantiates the logic of risk allocation, the conditions for insuring war and political risks, and approaches to lowering the cost of capital. It shows how the EU investment framework and World Bank trust funds enhance project bankability, while port concession cases confirm the model’s scalability. The paper proposes war-risk resilience clauses, approaches to availability payments, results-based payments, and preparatory steps for contracting authorities in 2025–2027. It estimates a financing gap of USD 524 billion; alignment with the IMF programme and EU support forms a stable macro framework.
