ETHICS AND LEGISLATIVE REGULATION OF THE CONDUCT OF CIVIL SERVANTS

Abstract

The article examines the issues of ethics and legislative regulation of the behavior of civil servants, focusing on their key role in ensuring the efficiency of the state apparatus and strengthening citizens’ trust in government institutions. In the context of globalization, increasing transparency of administrative processes and increasing public expectations regarding the integrity of officials, ethical principles acquire special importance. Honesty, professionalism, impartiality and respect for human rights become the basis for the performance of official duties, preventing corruption and forming a positive image of the state apparatus. Ethical standards act as moral guidelines that determine the behavior of officials, ensuring objectivity, responsibility and transparency in decision-making. Legal regulation is a key tool for ensuring the effective implementation of ethical standards in various spheres of public life, as it creates legal mechanisms to prevent conflicts of interest, minimize the risks of abuse of power and guarantee transparency and accountability of administrative processes. At the same time, legislation must meet modern challenges, such as digitalization, globalization and changing social priorities, as well as integrate the best international practices, ensuring the harmonization of national norms with generally recognized standards. A comprehensive approach to the formation of the regulatory framework should include not only the regulation of the behavior of subjects, but also the creation of conditions for increasing legal culture and ethical awareness, which is a necessary prerequisite for the sustainable development of the rule of law. It is emphasized that significant attention should be paid to the creation of effective control and accountability mechanisms, including independent monitoring bodies that guarantee compliance with ethical standards. An important aspect is the formation of a culture of integrity among employees through educational programs and activities aimed at developing ethical awareness and professional competence. The conclusion states that the harmonious combination of moral and ethical values with legislative regulation is a necessary condition for ensuring transparency, fairness and efficiency of the state apparatus, which will contribute to the development of a democratic society and strengthening citizens’ trust in government bodies.
