THEORETICAL DIMENSIONS OF PUBLIC ADMINISTRATION IN THE FIELD OF NATIONAL SECURITY

Abstract

The article is devoted to the theoretical substantiation of the concept of public administration in the system of ensuring national stability, clarification of the conceptual and categorical apparatus and determination of the relationship between management mechanisms and the state’s ability to adaptively recover. Scientific approaches to the concept of «public administration» are studied and the absence of a unified definition is revealed, which is due to the multifaceted nature of this phenomenon. The specifics of public administration are studied in the context of its separation from traditional state administration, in particular through the prism of minimizing the influence of power and expanding public participation. The systematization of theoretical and methodological principles allowed us to propose the author’s interpretation of public administration as a complex phenomenon that goes beyond the limits of purely power influence. The fundamental differentiation of this approach in the field of security lies in its inclusiveness and transparency, which is the fundamental principle of building national stability. It is substantiated that public administration in the field of national sustainability is interpreted as a complex systemic phenomenon that appears in the unity of three main aspects: institutional, functional, value-axiological. It is revealed that the categorical and conceptual basis of the definition of «sustainability» is distinguished by contextual conditioning; the content of this category is determined by the subject field and methodological foundations of a specific direction. It is argued that in this aspect, national sustainability appears as a complex phenomenon that encompasses both the potential for countering crisis phenomena and the system’s ability to adaptively transform, which ensures its transition to a new quality. The content of the category «national sustainability» within the current legislative field is revealed. It is substantiated that national sustainability determines the state’s ability not only to withstand shocks, but also to effectively restore its functionality. The author’s concept of «national sustainability» is conceptualized, which is considered as a dynamic characteristic of the viability of the state in conditions of strategic uncertainty. The key elements and characteristic properties inherent in the studied category of national sustainability are identified. Based on the analysis of modern challenges, the author’s vision of public administration in the field of ensuring national sustainability is proposed.
