ANALYSIS OF INNOVATIVE PRACTICES OF PUBLIC MANAGEMENT OF MUNICIPAL SUSTAINABLE DEVELOPMENT ON THE BASIS OF INCLUSIVE URBANIZATION

Abstract

It was found that the development of modern society leads to the fact that the creation of a barrier-free and ecological urban space is a priority of national strategies, as it is aimed at improving the quality of life of citizens. The article analyzes innovative practices of mechanisms for public management of municipal sustainable development on the basis of inclusive urbanization. The theoretical and methodological basis of the study is the provisions of the concept of sustainable development, the principles of multi-level governance, participatory democracy and spatial justice. The empirical basis of the study was the practice of urbanization transformations in the city of Zhytomyr, which is considered as an example of the implementation of innovative management tools at the local level. The mechanisms of strategic planning of community development, digitalization of management processes, implementation of e-democracy tools, participatory budgeting, development of a barrier-free environment and modernization of urban infrastructure taking into account the needs of low-mobility population groups are analyzed. Particular attention is paid to the integration of the principles of inclusive urbanization into the municipal governance system, ensuring the accessibility of public space, developing transport mobility, energy efficiency, environmental modernization and creating mechanisms for involving citizens in making management decisions. As a result of the study, it is substantiated that innovative mechanisms of public governance implemented at the municipal level increase the adaptability of the community to modern challenges, in particular social inequality, infrastructure deterioration and the consequences of military risks. It is noted that from the perspective of sustainable development, these practices reflect the integration of the social dimension into municipal policy. Social adaptation is considered not only as support for vulnerable groups, but as a mechanism for forming an inclusive urban space that ensures equal access to resources, services and mobility opportunities. An analysis of innovative practices in the implementation of municipal sustainable development programs shows that inclusive urbanization and modern urban mobility are gradually becoming strategic priorities of local policy.
