CONCEPTUAL PRINCIPLES OF PROVIDING SOCIETAL SECURITY UNDER THE CONDITIONS OF THE STATE OF MARTIAL

Abstract

Abstract. The article is devoted to the analysis of the conceptual foundations of ensuring societal security under martial law. The study includes an analysis of theoretical and practical aspects, principles and strategic directions of ensuring societal security during hostilities. Detailing of the main characteristics of societal security, in particular: terminological apparatus; its components; areas of research; levels; roles and places of societal security in the national security system; the object for which societal security is considered; entities capable of influencing the provision of social security; external / internal personal factors / influences; threats; the goal of achieving societal security; strategic goals; tools for ensuring societal security made it possible to determine the range of problems that make up its subject and to propose conceptual principles for ensuring societal security during martial law and after its termination. It has been proven that the fact that a real meaningful understanding of the conceptual foundations of societal security provision and bringing it to practical implementation is possible only under the condition of comprehensive consideration of all its components is important. It was determined that among the dominant elements of societal security in the conditions of martial law, the need to ensure the physical safety of a person, the integrity of the country, the safety of housing, etc., prevails in order to avoid social deformations and imbalances in human life, suppression of its vital interests. The main threats to societal security and ways to neutralize them are systematized. It was determined that the societal security of a person depends on the social policy of the state. The creation and effectiveness of the functioning of the societal security system directly depends on the content and direction of the state’s social policy, which is the main tool for ensuring societal security in society. Such a policy should contribute to improving the security of «real life». However, achieving the appropriate level of societal security depends directly on the person, his responsible and conscious attitude to this process. The regularities of the formation of the societal security system and its interaction with the national security system has been established. Recommendations has been developed regarding the conceptual foundations of ensuring societal security in the conditions of martial law in Ukraine, the formation and implementation of a comprehensive state policy in the field of societal security.
