DIGITAL TRANSFORMATION DRIVERS IN THE PUBLIC AUTHORITIES

Abstract

Abstract, The article consider elements of digital transformation in public authorities are considered, the factors influencing its success and dependence on them are studied, namely – digital technologies, digital leadership and digital culture. The essence of these concepts and their interpretation by different authors is revealed. Proposed three–level conceptual model of government transformation, which considers the transformation government (t-Government) as a set of separate elements that provide social, organizational and technical- technological directions of public authorities. At the first level of the model are the basic components on which their activities are built. These are models and frameworks, government architecture, protocols and standards. The second level includes four elements that reflect the main aspects that ensure the activities of public authorities and are its essence: development strategy, administrative and management processes (AMP), information resources and digital technologies. The third level is change management and structure (t-Government), the factors influencing this structure and activity of public authorities are singled out. The application of this model will provide an opportunity to present the general structure of t-Government, including public authorities at all levels. The expediency of constant reaction to the specified factors of influence, which is offered to consider according to four dimensions, is proved: the reasons of digital transformation; objects of digital transformation; processes and results of transformation. It is established that the basis of transformational transformations focused on solving existing problems in management are three components – practice, research and development, the combination of which is the key to successful digital transformation of public authorities.
