MODELS OF NEUTRALIZATION OF THREATS IN THE FIELD OF NATIONAL SECURITY OF UKRAINE AS AN ELEMENT OF ANALYSIS AND FORECASTING OF THE SECURITY ENVIRONMENT

Abstract

Abstract. In the context of reforming the security and defense sector of Ukraine, the study of contemporary research in the field of public administration of the security environment is of particular importance. Unfortunately, in the doctrinal general theoretical studies, the scientific researches in which the principles of developing a model of neutralization of threats in the field of national and military security of Ukraine were substantially absent. Therefore, it is axiomatic that a lack of understanding of the importance of developing threat models and disclosing the essential characteristics of the threat neutralization model in Ukraine's national and military security complicates a single algorithm for threat analysis and monitoring, formulation, decision making and implementation of strategic security areas. In view of this, it is necessary to study the model of neutralization of threats in the field of national and military security. The National Security Strategy of Ukraine and the Concept of Development of the Security and Defense Sector of Ukraine define the necessity of joint use of forces and means of the security and defense sector for counteracting military threats, which necessitates the development of a conceptual model of the formation of an integrated potential for counteraction to military threats that would be able to generate the necessary potential for counteracting threats to ensure that the state's military security level is defined in the legal space of the state and to meet the adopted resource constraints. The purpose of the research is to develop on the basis of modern approaches in the field of public administration of the security environment the scientific and methodological bases for the implementation of forecasting, the formation of scenarios for the development of hazards and scenarios for the development of a safe environment, a conceptual model of the formation of an integrated potential to counter threats to military nature, hereinafter referred to as the "CMFIPCT", disclosure of the general characteristics of the main modules of the CMFIPCT to threats of military nature: models of the system of monitoring threats to the military security of the state, models of threats to the military security of the state, models of assessing the level of military danger and opportunities for its de- escalation, models of assessing the required force and strengths integrated potential and military-political model of the state.
