Abstract. The article analyzes and defines the problems of organization of civil engineering engineering measures in urban planning and project documentation. The issues of regulatory support in the field of construction, development and inclusion of civil engineering engineering measures in urban planning, design documentation and their implementation during construction and operation are considered. The analysis of the organization of engineering protection of the territories, development of master plans and rational placement of objects of high risk, organization and construction of flood, anti-slip, anti-flood and other engineering structures of special purpose. The ways of updating the normative documents on civil engineering engineering measures are considered. It is substantiated that the effectiveness of the measures of engineering protection of territories and the population depends directly on the proper regulatory support, in particular in the field of construction, development and inclusion of engineering and technical measures of civil protection in urban planning, design documentation and their implementation during construction and operation. High rates of development and updating of the current regulatory framework in the spheres of urban development and civil engineering, civil protection raised the question of compliance of existing normative legal acts on these issues with the latest normative acts. Therefore, it is urgent to study the status of the existing regulatory framework for civil engineering engineering measures and determine the need for its updating. It is proved that engineering and technical measures of civil protection in modern conditions is the most effective set of measures of protection of the population from the influence of negative factors of emergency situations in peacetime, as well as from the effect of means of defeat in a special period. It is determined that due to the significant updating of the existing legislation in the fields of construction and civil protection, there is a need to settle the issue of conformity of the existing normative-legal acts on the issues of civil engineering engineering measures with the new normative acts.
