THE NORMATIVE BASIS OF PUBLIC ADMINISTRATION IN THE SPHERE OF PROVIDING PSYCHOLOGICAL PROTECTION OF THE POPULATION OF UKRAINE

Abstract

Annotation. Urgency of the research: The urgency of the research topic is that currently there is a tendency in the country to increase the general tensions of citizens due to unfavorable economic and political conditions. This increases the risk of the development of psychological problems of the individual, which in turn contributes to reducing the capacity of the population and increasing its aggressive tendencies. Target setting: Today, the psychological service in Ukraine is not centralized. It is represented by separate structures, which belong to different ministries and departments, have different organization, functions, normative and personnel support. The interdepartmental interaction between these services is currently in need of improvement. Actual scientific researches and issues analysis: The article analyzes the main scientific works on psychological protection, public administration in the sphere of civil protection in general, and psychological protection, in particular, the analysis of regulatory documents, which are currently regulating the activities of psychological services of different ministries and departments on psychological support and the existing regulatory framework in the country on psychological protection of the population of Ukraine. It was emphasized that the coordinating role on this issue is assigned to the central executive body, which ensures the formation and implementation of state policy in the field of civil protection is conducted. Conclusions: The results of the analysis identified the problematic issues that impede effective administration of measures in the sphere of psychological protection of the population: It is emphasized that the existing regulatory base is rather modern, but the coordination role of the central executive body, which ensures the formation and implementation of state policy in the sphere of civil protection in its creation is not tracked; the unified concept and algorithm of emergency psychological help is not defined; needs to specify the formula for attracting the number of psychologists in proportion to the number of affected population, which appeared in the area of emergency situation (event); there is no mechanism for involving volunteers - psychologists; the problem is to assess the psychological risks of the population in the area of the antiterrorist operation; a list of psychological risks will allow us to create a concept for minimizing the negative impact of antiterrorist operation and to develop measures to reduce and neutralize negative mental states and reactions among the affected population. The next step of our work will be to study existing experience, scientific works on the psychological protection of the population of Ukraine and the World in order to generalize them and to propose adjustments to the regulatory base on this issue.
