STUDING AND ANALYSIS OF SOCIAL REQUESTS OF CITIZENS FOR ADJUSTING STATE DECISIONS

Abstract

Summary: The article substantiates the priority directions and tools for improving the mechanism of making state decisions, taking into account social requests of different sections of the population. It is established that among the key principles of forming a self-regulating system of mechanisms and channels of civil influence on public policy in Ukraine is the principle of social responsibility of the state to the citizen, as well as the presence of a mechanism of individual or collective responsibility of members of the self-regulatory system. Author's interpretation of the structure of the main stages of formation of social and civil potential of state development is proposed. It is substantiated that the course of socio-economic processes in Ukraine, at the present stage, is characterized by a high dynamics of development processes due to increased cooperation of civil servants in national and international mass media, the complexity of integration and globalization processes, increasing the role of innovative guidelines for reforming public administration . Transformation processes in the public service predict not only the transfer of positive foreign experience in the process of reforming the mechanisms and channels of civil influence on public policy in Ukraine, but also adapting them to the specifics of the socio-economic situation in Ukraine. The activities of civil servants in shaping mechanisms and channels of civic influence on public policy in Ukraine should be carried out in a concrete social environment, so the state can not ignore the interests of society. Stability of society becomes a prerequisite for sustainable development of public administration. This is especially true of such a complex problem as ensuring an adequate level of theoretical and practical knowledge of civil servants regarding the mechanisms and channels of civilian influence on public policy in Ukraine.
