THE ROLE OF CIVIL PROTECTION IN SUPPORT OF NATIONAL SECURITY OF UKRAINE

Abstract

Annotation. Among the threats to sustainable development in Ukraine, emergency situations of various nature in the form of natural disasters, man-made disasters, terrorist and sabotage acts, regional conflicts with the use of military force are not the least important. Their neglect in modern conditions raises not only economic growth and social well-being, but also the maintenance of national security of the country. Therefore, the protection of the population, territories, environment and property from the NA by preventing such situations, minimizing and eliminating their consequences and providing assistance to victims in peacetime and in a special period is one of the main functions of the state and, according to the law, is called civil protection. The organization of civil protection in Ukraine at all stages of its formation and development is directly related to the national security and defense of the state. The civil protection bodies and subdivisions are assigned to the subjects of ensuring the national security of Ukraine. The article analyzes the development of scientific thought regarding the organization of civil protection as a component of national security of the state, dissertation research and some scientific papers of domestic scientists and specialists in public administration in the field of civil protection. The role and place of civil protection in the system of providing national security of Ukraine is considered. According to the Law of Ukraine "On the Fundamentals of National Security of Ukraine", bodies and units of civil protection are assigned to the subjects of ensuring the national security of Ukraine, threats to national interests and national security of Ukraine in the field of civil protection, the main directions of the state policy on national security of Ukraine in the sphere civil protection. The attention is focused on the special relevance of further reformation of the unified state system of civil protection, improvement of public administration in the field of civil protection under these conditions.
