Abstract

The article identifies the features of public-private administration in foreign countries, in particular, it has been analysed the experience of three European countries included in the top ten according to the results of the international study PISA-2018: Estonia, Finland and Poland. The experience in development of education management system on democratic principles was considered, in cooperation between public bodies and community. For this, the powers of local self-government bodies, the main approaches to education funding, and public participation in the management of education at the local level were analysed. It was defined that education in the studied countries is one of the priorities of the state and society. The existence of similar approaches to management and financing has been revealed. A country-specific trend has been identified: the state guarantees free education and provides equal access to quality education. The mechanisms of education funding and the main sources for funding have been identified typical for each country. The decentralization processes for education management has been researched; involving the public in management processes, including the participation of parents and pupils in school management. The main approaches to the management of education at the level of the territorial community were determined, that can be implemented in Ukraine, in particular: participation of local self-government bodies in the selection of teaching staff in educational institutions; financial autonomy of educational institutions; school budget replenishment by providing additional paid services; involvement of outsourcing companies in the exercise of certain powers; motivation of highly qualified teachers to work in rural educational institutions; creation of a national registry that would contain comprehensive information about educational institutions regardless of subordination; community maintenance of underfilled educational institutions.
