NGO AND ADVOCACY PRACTICE IN THE GLOBAL CYCLE OF DEVELOPMENT OF POLITICAL DECISIONS

Abstract

The article analyzes the influence of non-governmental organizations on the formation of national and international political agenda through the use of advocacy strategies to protect the interests of local communities. The author examines the nature of activities of non-governmental groups based on the theory of exchange and concept of political responsibility, noting that most international institutions recognize NGOs as providers of social services only, ignoring their political functions. The article focuses on the structure of opportunities that directly affects the choice of advocacy strategy and contains such elements as institutional mechanisms, political circumstances and access to resources. The relevance of forming transnational advocacy networks through close cooperation between NGOs at the regional, national and international levels for implementation of relevant local projects is particularly emphasized. The author emphasizes that information resource, the effectiveness of which depends on the results of advocacy campaign, remains the main tool of NGO influence. Thus, the priority information mechanisms of NGOs include symbolic policy, data monitoring, reporting practice, as well as attracting important people using material or moral arguments. Based on the constantly changing nature of advocacy organizations, the typology of interaction between nongovernmental institutions was proposed, indicating strengths and weaknesses for each cooperation format. The author of the article also emphasizes the ambivalent nature of NGOs, which on the one hand contribute to overcoming the democratic deficit on site due to broad opportunities, but on the other hand question the need for certain power institutions through replacing the latter with non-governmental structures.
