EFFECTIVE EMPLOYMENT POLICY OF THE EUROPEAN UNION AS A MEANS OF IMPLEMENTING THE EUROPE 2020 STRATEGY

The employment policy of the European Union as a means of implementing the strategy «Europe 2020» is studied; characterized socio-economic, political and sociocultural conditions for the formation of an effective employment policy; the problems of formation and implementation of productive employment policy in Ukraine are substantiated; It is emphasized that the formation of employment policy in the European Community is closely linked to the processes of economic integration, which involves addressing the employment of EU citizens not only at the national but also interstate and supranational levels; the mechanism of formation of the common labor market, free movement of labor and social protection of migrants was formed within the EU; It has been proved that ensuring productive employment of the population (aged 20 to 64) is one of the goals set in the Europe 2020 Strategy, as well as a priority policy of the EU and its member states, according to which in 2020 the level of employment is expected to increase by at least 75%; it is substantiated that the demographic situation in the EU is currently complex and is characterized by: low birth rates and natural population growth; negative for the sphere of employment changes in the age structure of the population in the direction of reducing the share of young people against the background of increasing the share of older people, as a result, there is a clear trend of aging population and labor force in the labor market. It is concluded that employment policy should combine priorities for innovative employment, work-life balance, employment for lifelong learning, implementation of the concept of active longevity as an element of the «silver economy», achieving an adequate ratio of within the innovation process of employee contributions (motivation for work and professional development), the state (innovation policy) and the employer (production and implementation of innovations). It is noted that the main task for the near future is to implement mechanisms for state regulation of productive employment based on strategic guidelines set by the strategy «Europe 2020», its development in Ukraine, using the best experiences and practices of leading countries, which requires continuous research in this area.
