ADOPTION OF RESPONSIBLE AND TIMELY MANAGEMENT DECISIONS BY PUBLIC AUTHORITIES AS A CHALLENGE OF THE MODERN

The need for responsible and timely decisions in public administration, especially at the regional level, requires a transition from administrative-command to market management methods. The quality of decisions is entirely dependent on the complications of economic, industrial, financial, political, social, environmental processes and so on. Clearly defined directions and rates of socio-economic processes are one of the key factors in improving the system of management decisions, which determines the requirements for the efficiency of their adoption and implementation. All this indicates the relevance of this problem for the field of public administration. The world practice of building a model of e-government proves that in modern conditions the electronic format of management is a tool to ensure openness, transparency and efficiency of public administration of all levels, due to the necessary volume and level of information resources. The network principle of interaction allows to significantly reduce the costs of traditional political and legal regulation of social processes, to ensure more mobile interaction with public institutions and structures, to increase mutual responsibility for the consequences of the implementation of management decisions. It is this principle that changes the paradigm of public administration towards public governance, which leads to a departure from the traditional bureaucracy and the active use of innovative technologies in management. The network model of cooperation in the field of public governance is actively developing, and it is likely that it will be able to provide responsible and timely management decisions and adequately respond to the challenges of the external environment. This study substantiates the objective prerequisites for making management decisions by public authorities in modern Ukraine. Some directions of adaptation of foreign experience of making managerial decisions in the conditions of e-government and public governance are offered.
