GLOBAL AND EUROPEAN EDUCATIONAL TRENDS IN THE TRAINING OF MODERN SPECIALISTS

Abstract. The article examines the directions of reforming educational processes in the training of modern specialists in Ukraine based on global initiatives regarding responsible management of educational activities and European principles of higher education quality. The purpose of the article is to reform the components of the mechanism for introducing the competence approach for updating educational processes and training modern specialists in public administration and other branches of the economy. The informational and methodological basis of the research is a comprehensive and systematic approach to the implementation of the competency approach in institutions of higher education for the training of specialists. Global initiatives of the UN, recommendations of the European Association for quality assurance of higher education. In the results tt is defined the main directions of the development of educational processes in Ukraine, global and European integration goals, principles (purpose, meaning, methods, research, partnership, dialogue, the need to respect the autonomy of the institution, the need to use the results of the institutions’ own activities for internal quality assurance) and methods of reforming educational processes for institutions of higher education. It is proven that their implementation will provide academic institutions with a mechanism of corporate sustainability due to the inclusion of universal values in educational programs and scientific research, will form a new generation of business leaders with new competencies in various fields. Areas of quality assurance in European higher education institutions are highlighted: institution policy and quality assurance procedures; approval, monitoring and periodic revision of educational programs and diplomas; assessment of students; ensuring the quality of the teaching staff; educational resources and student support; information systems; publicity of information. The peculiarities of the implementation of the competence approach in the higher education institutions of Ukraine in the training of specialists in the pharmaceutical sector have been determined. A mechanism for the development of the teaching potential is proposed, which includes the following elements: the policy of the educational institution in the field of the development of the teaching staff, Centers for the development of the teaching staff, the system of motivation of teachers, support for research activities, measures for improving qualifications (summer schools), exchange of teaching experience and methodical materials, connections of business education teachers with business. The implementation of the specified mechanism will contribute to the improvement of modern education in Ukraine in conditions of sustainable development. The conclusions focus on aspects of public service development. The relevance of the Concept of the establishment of a higher school of public administration is substantiated, the key groups of stakeholders regarding its implementation and the key vectors of development to ensure continuous education of civil servants are identified (education of civil servants by families and levels of civil service positions; individual professional development trajectory of individuals; internships in authorities ). Target orientations in the training of specialists in the field of public administration have been determined (proximity and accessibility of educational services; training of persons enrolled in the personnel reserve; scientific-methodical and expert-analytical support of the professional training system; educational work with citizens of Ukraine regarding their involvement in public service).
