FEATURES OF PROVIDING SOCIAL AND LEGAL ASSISTANCE INTERNALLY DISPLACED PERSONS IN UKRAINE UNDER THE CONDITIONS OF THE STATE OF MARTIAL

Abstract

The article applies a scientific-methodological approach to the analysis of the provision by Ukraine, as a democratic and legal state, of social and legal assistance to internally displaced persons during the war, which provides guarantees to citizens of legal protection and social support. The goal of the work. The purpose of the article is to deepen the study of the specifics of providing social and legal assistance to internally displaced persons in Ukraine under martial law through the implementation of a system of measures aimed at returning a person to an active life based on socialization, rehabilitation and integration into new living conditions. Methodology. In the proposed article, special attention is paid to the analysis of aspects of the practical implementation of social and legal assistance to internally displaced persons through the activities of the state Coordination Center for the provision of legal assistance, legal associations, public organizations, and volunteer movements. Scientific novelty. It has been proven that within the limits of legal understanding, solving the problem of ensuring the rights and freedoms of a person and a citizen during hostilities, the state must adhere to international standards and norms for the implementation of social and legal guarantees of citizens, in particular IDPs, which will help ensure law and order, avoid a humanitarian crisis and emigration of the population, as well as to minimize the psychological overload of persons who have suffered physical and moral injuries. Conclusions. Today, Ukraine is facing an unprincipled enemy that violates not only the official rules of warfare, but also international standards, norms and human rights. Faced with a large-scale problem of social and legal support for internally displaced persons, the state promptly reacts to the situation, makes changes to the legislation, adopts normative acts for the full implementation of the fundamental rights and freedoms of a person and a citizen, guaranteed by the Constitution of Ukraine. State services, public organizations, volunteer movements – all work in the legal sphere of martial law with the aim of preserving the life and health of citizens and ensuring their lawful livelihood.
