METHODOLOGY FOR PROVIDING STRATEGIC PLANNING OF NATIONAL SECURITY IN UKRAINE: APPROXIMATION OF FOREIGN EXPERIENCE

The article is devoted to the search for rational approaches to the formation of administrative and legal support for planning the national security of Ukraine, taking into account the leading foreign experience. A comparative study of the peculiarities of the administrative and legal regulation of national security planning was conducted, the authors of which chose Great Britain and the USA as the basis. The comparative study reveals a variety of methodologies in the field of strategic management, which are used in the two leading states of the world, varying from a detailed administrative-legal structure to a more flexible and consultative model that does not have a clear legislative framework. Despite the differences in approaches to the implementation of management mechanisms and the obvious diversification of the structure of strategic documents, the fundamental principles of strategic planning remain the same. A key element of strategic planning in these nations is the cultural specificity of the development of the respective systems, which was formed over a long period of time. The expediency of analyzing three alternative strategies for optimizing the national administrative and legal framework is emphasized, given the lack of Ukraine's own historical experience in the field of strategic management and planning in the context of national security: within the first method, the administrative and legal framework for strategic planning is developed and implemented in the field of strategic management in an integrated format; in the context of the second method, an administrative-legal foundation is created, which provides only partial regulation of the corresponding system; the third approach involves the construction of an administrative and legal framework that does not establish a legal framework for a universal system of strategic planning. Attention is focused on the need to analyze the problems and development prospects of related sectors, which are critically important for the effective formation of strategic planning in the aspect of national security, including the spheres of education, scientific research, information environment and national policy.
