Abstract

The purpose of the work. To clarify the classification of projects and risks of public-private partnership as a form of implementation of the state policy for the development of agrarian business. Methodology. The information base is the works of foreign and Ukrainian scientists, research in the field of public administration, regulatory and legislative acts in the system of implementation of the state policy for the development of agrarian business. The article uses research methods: analysis, synthesis, scientific abstraction, logical generalization and grouping; system-structural analysis; structural decomposition. Scientific novelty. In the course of the research, it was established that for a public-private partnership project, it is expedient to choose the form and mechanism of its implementation within the framework of the set goal. Risks between project partners must be shared efficiently and fairly. In addition, the categories «fair distribution of risks», «effective distribution of risks» for public-private partnership projects have been specified. Formalized descriptions of the conditions for fair and effective distribution of risks between participants have been developed, and mechanisms for dividing the level of riskiness between participants have been proposed. Peculiarities of risk analysis regarding public-private partnership projects have been revealed. Conclusions. The article presents a methodical approach to state support of agrarian business, according to which the harmonization of the goals of the subjects of the economic macrosystem involves the search and implementation of such solutions, when the own risks and the risks of the macrosystem together will not exceed permissible values. It is permissible to consider the risks of interaction as a measure of deviation from the optimal solutions that correspond to the current and short-term conditions of the activities of the subjects and the economic system as a whole.
