THE ESSENCE OF ADMINISTRATIVE AND LEGAL REGULATION OF THE PATHS OF DEVELOPMENT OF INCLUSIVE EDUCATION IN UKRAINE

Abstract

The article examines issues related to the peculiarities of forming the content of the essence of the aspects of the effectiveness of the institution regulating inclusive education in Ukraine. A generalization is made regarding the functioning of the regulatory principles of the current legislation, and coordination actions for the development of ways to ensure inclusive education in our country are also identified. The factors that will help protect the interests of the category of citizens identified by recent studies in the educational sphere, relating to the provision of education to persons with disabilities from childhood, are identified. The article examines the compatibility of the principles of administrative and legal support for the coordination of actions of a comprehensive approach to state policy implementation with the pr ovisions of current legislation on the rights of persons with special educational needs and persons with disabilities from childhood. The article emphasizes the need for state support and legal support for children with psychophysical development disorders. It is emphasized that today, the regulation of inclusive education in Ukraine must comply with the standards of international organizations and current national legislation, taking into account mutual relations and fruitful humanistic cooperation. The humanistic orientation of the mechanisms for regulating inclusive education and the transformed system of their influence on the general legal space of our state in the context of its entry into the structures of the European Union are analyzed. Special attention in the conducted research is deserved by the mechanisms of ways to optimize the systematicity of a thorough individual approach to each child with special educational needs by the system of state bodies of Ukraine. The process of administrative and legal regulation of inclusive education in Ukraine, today, effectively meets the established world standards of humanistic and legal international relations. The conclusions are aimed at determining ways to solve the specified problem by the author of the study, the scientific community and the implementation of the system of regulatory legal acts into the current legislation of Ukraine, regarding the provision of education to children with special educational needs and children with disabilities from childhood.
