Publication Ethics, and Editorial Policy of the Journal

The Publication Ethics Policy of the journal is developed in accordance with the recommendations of the Committee on Publication Ethics (COPE). This policy is regularly updated to reflect the evolving guidelines provided by COPE. The Editorial Office monitors the compliance of materials with international ethical norms; however, it acknowledges the absence of a complete guarantee that the research materials submitted by authors for publication fully comply with ethical standards. The Editorial Board of the scientific journal may, at any time, change any point of the editorial policy without prior notice to the authors. The Editorial Office of the scientific journal hopes that its activities will contribute to the development of both national and global economic science.

EDITORIAL POLICY AND ETHICAL OBLIGATIONS

Within the framework of its editorial policy, the Editorial Office of the journal consistently adheres to the COPE Code of Conduct publishing standards approved by COPE (Committee on Publication Ethics).

Members of the Editorial Board and/or independent external experts review articles in accordance with the principle of objectivity and from the perspective of international academic standards. The Editorial Office reserves the right to make stylistic and literary edits to the manuscript while preserving the author's style. Edits that, in the opinion of the Editorial Office, may alter the meaning of the text are coordinated with the author.

The Editorial Board of the scientific publication reserves the right to reject articles that do not meet the requirements and the subject scope of the journal. The opinions and suggestions expressed in the articles do not necessarily coincide with the viewpoint of the Editorial Board. Responsibility for the reliability of information in the articles, the accuracy of titles, statistical data, surnames, and citations is borne by the authors.

In its activities, the Editorial Office follows the recommendations of the Committee on Publication Ethics and requires compliance with ethical obligations from all participants in the process.

Key provisions

  • Reviewers and editors are required to conduct an impartial review of manuscripts, maintaining confidentiality and declaring any conflicts of interest in advance.
  • The Editorial Board carefully reviews all controversial situations and violations and makes corrections or withdraws materials, if necessary.

Editors’ general duties and responsibilities

  • The Editorial Board of the journal relies on the developments of the Committee on Publication Ethics (UK), Elsevier Publishing House (Netherlands), and other foreign editorial associations and information systems.
  • During the editorial and publishing process, they provide technical and informational support to the journal users.
  • Guarantee the confidentiality of materials submitted to the journal throughout the editorial and publishing process, take into account the provisions of the Law of Ukraine "On the Protection of Personal Data" and the General Data Protection Regulation (GDPR).
  • Consider the comments and suggestions of readers, authors, and reviewers on ways to improve the journal’s functioning.
  • The editros promptly respond to any complaints regarding the journal’s functioning and guarantee the resolution of all concerns.

Members of the Editorial Board are responsible for the publication of the submitted manuscript, guided by the following fundamental principles:

  • The Editorial Board consists of leading domestic and foreign scholars who are specialists in the fields of science corresponding to the thematic focus of the journal and are recognised experts in the field of economics and related issues. The composition of the Editorial Board, indicating academic degrees and places of work, is available on the journal's website. The Editor-in-Chief and the Managing Editor regularly inform Board members about key issues in the preparation of the publication, consult with them, and involve them in the peer-review process.
  • The Editorial Board is responsible for the publication, defining the editorial policy, conducting careful selection and review of manuscripts, and reserving the right to reject or return an article for revision.
  • When evaluating manuscripts, the Editorial Board is guided solely by the scientific and intellectual value of the work, regardless of the race, gender, sexual orientation, religious views, origin, citizenship, place of work, political preferences, or social status of the author(s). The Editorial Board provides authors with the opportunity to provide a reasoned response to any remarks.
  • The Editorial Board does not provide information related to the content of the manuscript under consideration to anyone other than the persons involved in the professional evaluation of said manuscript. Unpublished data is not used for personal purposes and is not transferred to third parties without the written consent of the author. Information or ideas obtained during the editing process and related to potential advantages are confidential and are not used for personal gain.
  • The Editorial Board does not accept articles for which there are sufficient grounds to consider them plagiarism and opposes falsification, plagiarism, and the simultaneous submission of the same manuscript to multiple scientific publications.

The Editorial Office reserves the right to reject manuscripts without review if:

  • The uniqueness of the manuscript text is less than 80% of its total volume.
  • The author(s) have an affiliation with an organisation or institution located on the territory of an aggressor state or a state sponsor of terrorism.
  • The research is funded by an organisation or institution located on the territory of an aggressor state or a state sponsor of terrorism.
  • The manuscripts contain calls for human rights violations, terrorism, or are aimed at spreading ideological positions and/or politicised ideas.

General duties and responsibilities of authors
Authors bear personal responsibility for the submitted manuscript text, which involves adherence to the following principles:

  • Authors must guarantee the originality of the research results presented in the submitted manuscripts. Borrowed fragments or statements must be appropriately formatted with the mandatory indication of the author and the primary source. Excessive borrowing, as well as plagiarism in any form, is unethical and unacceptable. Authors bear full responsibility for the content of the articles.
  • Authors must acknowledge the contribution of all persons who influenced the research to some extent. In particular, the article must provide references to works that were significant in the conduct of the research.
  • All persons who made a significant contribution to the study must be indicated as co-authors. It is unacceptable to include persons who did not participate in the research among the co-authors.
  • The corresponding author must ensure that all co-authors are included in the list of authors and that all co-authors have given full consent to the approval of the final version of the article and its submission for publication.
  • Authors must not submit articles that are under consideration or review in other publications, nor articles that have been previously published.
  • In the event that an author discovers significant errors or inaccuracies in their article, they must notify the Editorial Office of the journal as soon as possible.
  • Authors must clearly state the sources of funding used for the creation of their manuscript, including for the research and/or publication. Information about financial support for research by specific organisations is indicated by the corresponding author on behalf of all authors upon submission. Other sources of support for publications should be mentioned in the manuscript, typically in the form of acknowledgments.

General duties and responsibilities of reviewers

A reviewer performs a scientific examination of author materials for the purpose of objectively evaluating the quality of the submitted article and determining its level of compliance with scientific, literary, and ethical standards. When evaluating an article, the reviewer must be impartial and adhere to the COPE Ethical Guidelines for Peer Reviewers:

  • An article received for review is treated as a confidential document that cannot be passed on for familiarisation or discussion to third parties.
  • The reviewer performs a scientific examination of author materials impartially. Remarks must be clearly formulated with supporting arguments so that authors can use them to improve the article. Personal criticism of the author is unacceptable.
  • The reviewer is obliged to provide an objective and reasoned assessment of the research results, determine the manuscript's compliance with scientific standards, and alert the editor to any published or submitted material that is substantially similar to the material under consideration.
  • Unpublished data obtained from manuscripts submitted for consideration cannot be used by the reviewer for personal purposes.
  • A reviewer who, in their opinion, does not have sufficient qualifications to evaluate the article or cannot be objective for example, in the case of a conflict of interest with the author or organisation must notify the Editorial Office and ask to be excluded from the review process for said article.

General duties and responsibilities of the publisher
The publisher is responsible for the dissemination of author works, adhering to the following fundamental principles and procedures:

  • Providing support to the Editorial Office when handling claims regarding the ethical aspects of published materials and assisting in interaction with other journals and/or publishers if this contributes to the performance of the editors' duties.
  • Adhering to the provision that the journal's activities are not a commercial project and do not aim to make a profit.
  • Facilitating the process of making changes to a publication or retracting (withdrawing) a publication if such a decision has been made by the Editorial Board of the journal.

Cooperation with readers

  • The editorial team ensures timely and accurate communication with readers, including the dissemination of newly published content.
  •  The team guarantees that all published scholarly materials have undergone peer review by qualified experts.

Cooperation with Authors

  • The team provides authors with detailed guidelines on the editorial and publishing process, including information on submission deadlines and publication schedules.
    • Authors are given a comprehensive description of the peer review process; in the event of any deviations from the stated procedure, the editors are obliged to provide an explanation.
    • The Editorial Board defines the criteria for manuscript evaluation and appoints appropriate reviewers for each submission.
    • Authors receive detailed reviewer comments.
    • The Editorial Board reserves the right to perform minor literary editing and proofreading while preserving the author’s style.
    • Editorial decisions on the acceptance or rejection of a manuscript are based on its relevance, originality, alignment with the journal’s scope, and compliance with submission requirements.
    • If a manuscript contains substantial issues (e.g., consistently negative reviews from both reviewers or failure to adequately address reviewers’ comments), it cannot be approved for publication.
    • In cases where authors disagree with an editorial decision, the journal provides a formal appeals procedure.
    • At the author’s request, a manuscript may be withdrawn from consideration and archived within the journal system, with the possibility of resubmission at a later stage. To do so, the author must submit a formal request to the editor.

Cooperation with Reviewers

  • The Editorial Board provides reviewers with detailed instructions on working within the journal’s submission system.
    • Reviewers are requested to disclose any potential conflicts of interest prior to accepting a manuscript for review.
    • Reviewers are asked to report any suspected cases of plagiarism.
    • The Editorial Board expresses its appreciation to reviewers for their contribution to the journal.
    • The journal ensures that all reviewers possess appropriate qualifications consistent with the standards of a scholarly publication and, where necessary, updates the reviewer pool.
    • Cooperation is discontinued with reviewers who consistently provide low-quality reports or fail to meet deadlines.
    • A variety of sources (not limited to personal contacts), including specialized disciplinary databases, are used to identify potential reviewers.
    • The journal ensures that the peer review process is fair, objective, unbiased, and timely.
    • The peer review process is adapted to users’ needs, allowing reviewers to evaluate submissions in the most convenient manner.
    Confidentiality: reviewers must not disclose any information contained in manuscripts prior to their publication.

 

Cooperation with Editors

The Editorial Board undertakes to:
• provide newly appointed editors with detailed instructions on the use of the journal’s electronic editorial system and the specifics of the editorial and publishing process;
• regularly review the composition of the editorial staff;
• ensure continuous communication with members of the Editorial Board regarding updates and innovations;
• provide clear guidance to editors concerning their roles, responsibilities, and duties (including support and promotion of the journal);
• conduct periodic consultations with Editorial Board members, inform them of changes in journal policy and technical developments, and exchange proposals regarding the journal’s further development;
Confidentiality: editors must not disclose any information contained in submitted manuscripts prior to their publication.

 

Authorship

Only individuals who have made a substantial contribution to the research reported in the article should be listed as authors. Academic status, position, or seniority must not determine the order of authorship; the sequence of authors should reflect their relative contribution and leadership in the research.

An author is defined as a researcher who has participated in all of the following stages of manuscript preparation:
• conception of the research idea and statement of the research problem and objectives;
• development of the study concept and design, data collection, analysis, and interpretation;
• drafting the manuscript or critically revising it for important intellectual content;
• approval of the manuscript’s final version for publication.

Each author bears individual responsibility for the content of the article. If the work has been conducted by a large research group, only those individuals who meet the above criteria should be listed as authors, with the group name indicated where appropriate.

Funding acquisition or general supervision of a research group does not justify authorship.

Changes in authorship. If changes to the list of authors are required between submission and publication, the corresponding author must contact the editorial team and provide a justification for the proposed changes.

 

Conflict of Interest

A conflict of interest (COI) refers to any circumstances that may compromise objectivity or be perceived as interfering with the peer review process, editorial decision-making, publication, or presentation of a manuscript.

Conflicts of interest may arise in relation to individuals or organizations and include, but are not limited to, the following categories:

Personal COI:
• personal relationships (e.g., friends, family members, current or former supervisors, or adversaries) with individuals involved in the submission or review process (authors, reviewers, editors, or Editorial Board members);
• personal beliefs (political, religious, ideological, or otherwise) related to the subject of the manuscript that may compromise objectivity at any stage of the publication process (submission, review, editorial decision-making, or publication).

Professional COI:
• situations where a reviewer or editor is a colleague of the author or has participated in or directly observed the research;
• membership in organizations that advocate for or promote the author’s interests.

Financial COI:
• research funding from sponsoring organizations, including governmental, non-governmental, research, or charitable institutions;
• honoraria, gifts, or other forms of financial compensation.

All parties involved in the handling of a manuscript – including authors, editors, reviewers, and readers providing comments or evaluations – must disclose any potential conflicts of interest.

If, in the opinion of the editors, circumstances exist that may compromise an impartial review, the individual concerned will not be involved in the evaluation process.

The Editorial Board reserves the right to decline publication if a declared conflict of interest raises concerns regarding the objectivity or reliability of the research assessment.

If an undisclosed conflict of interest is identified during the review process, the manuscript may be rejected. If such a conflict is discovered after publication, the article may be corrected or retracted, as appropriate.

 

Access and Use of Materials and Data

Authors agree that all materials presented in the journal are made available in open access and may be used by other researchers for scientific, non-commercial purposes under the terms of Creative Commons (CC BY-NC-SA 4.0).

Supplementary materials (including datasets, software, photographs, audio, and video files) that support and complement the research may be deposited in institutional repositories or other online platforms, with appropriate references provided in the article. If authors are unable to use such resources, these materials may be uploaded to the journal as “Supplementary Files” during submission.

If doubts arise regarding the reliability of the data presented in a published article and access to such data is restricted, thereby preventing verification, readers may contact the Editorial Office, which will facilitate communication with the author(s) for the purposes of verification and, where necessary, correction.

At the request of the editorial team, authors must provide access to all data and materials underlying the article, provided that this does not violate confidentiality requirements (e.g., in cases involving anonymized human subjects).

 

Corrections and Additions
• Where necessary, the editorial team may introduce corrections, clarifications, retractions, or apologies.
• Minor editorial amendments that improve clarity without substantially altering the structure or content of the article may be introduced upon request submitted to the editorial team.

Multiple Submission Policy
At the time of submission, authors must confirm that the manuscript (or a substantially similar work) is not under consideration for publication in another journal. Manuscripts that have been previously submitted to or published in another journal will not be considered.

Intellectual Property
• The editorial team responds to concerns related to intellectual property and works to prevent potential violations of Ukrainian legislation on intellectual property and copyright.
• The editorial team ensures that the results of research published in the journal comply with international standards and recommendations.

Plagiarism
• Authors bear full responsibility for the accuracy of the information presented in their articles, including titles, names, and citations.
• In cases where plagiarism is detected, responsibility lies with the authors of the submitted materials.
