Abstract

In the article present the conceptual principles of family policy as independent direction of social policy. The historical and theoretical genesis of family policy іs described, tasks in the sphere of defence of the family and guaranteeing of the family welfare, into which the states ran on the different stages of the development, are analyzed. The analysis of conceptions, directed on realization of the family support measures in the modern models of family policy in EU is carried out on the basis of numerous criteria. The theoretical foundations of the conceptual directions of modernization of family policy are outlined. The modern prospects of subsequent development of the family support system in EU and Ukraine are analyzed on the basis of analysis of the activity of the European scientific family policy networks. Scientifically analytical maintenance of the modern European programs of research of family policy is analysed, basic meaningful conclusions, done during the searching-research activity, are systematized. The study found that the modern family support system in Ukraine is characterized by eclectic uncertainty within a specific family policy model and contains elements of different ideological family support regimes, which sometimes contradict each other. The paper notes that the creation of new jobs in Ukraine, especially in rural areas, a stable policy in the labor market, the solution of the housing issue and assistance in the performance of parental and professional duties will demonstrate the greatest degree of efficiency in the process of solving demographic problems. The spread in Ukraine of the European trend in family development, which consists in an increase in the dependence of population indicators on the internal psychological need of a person to have children, is considered as a pattern of modern family development. In the conditions of the 21st century, the main task of state support for the family is the reorientation of the market economy from the individual to the family, without replacing individual responsibility with social responsibility. Foreign approaches to determining the content of the definition of “family policy” are systematized.
