EFFICIENCY OF COOPERATION OF PUBLIC MANAGEMENT ENTITIES IN THE ENVIRONMENTAL SPHERE

Abstract

The article considers ways to improve cooperation in the system of public management in the environmental sphere. The need for cooperation between the government, governmental and non-governmental environmental organizations and associations, etc. has been confirmed. The ineffectiveness of the mechanism of civil society influence on solving environmental problems through public associations is emphasized. The importance of expanding the list of ways of cooperation of non-governmental organizations in the field of ecology with both government agencies (central and local) and the public was emphasized. It was found that today the level of public awareness about the state of the environment remains low. The necessity of improving cooperation in this field between government agencies, public organizations, public leaders, etc. has been proved. It is established that a successful environmental policy cannot be the result of actions of central or local government alone, it reflects the effectiveness of interaction and cooperation between government, the public and various social groups. The main problematic issues and steps to be taken to improve the environmental situation in Ukraine are described. The effectiveness of the activities of non-governmental organizations and associations dealing with environmental issues in Ukraine and the personal contribution of Ukrainians in improving the environmental situation are studied. The need to increase the level of environmental awareness and culture of the population was emphasized. The importance of organizing the process of cooperation between all subjects of public management in the environmental sphere and its further coordination is pointed out. Requirements have been made to ensure the effectiveness of such cooperation. The model of cooperation in the system of public management in the environmental sphere is presented and the purpose and goals of such cooperation are highlighted. It was emphasized that the effectiveness of cooperation can provide capacity building, which if necessary can be mobilized as a "response" to certain "challenges".
