CRISIS OF THE INTERNATIONAL SECURITY SYSTEM: INEFFECTIVENESS OF THE UN SECURITY COUNCIL

Abstract

This article analyzes and discusses the issue of the crisis in the international security system, specifically the ineffectiveness of the United Nations Security Council (UNSC). Researching analytical reports, documents, international agreements, legislative acts, and scholarly positions has allowed the author to analyze the underlying trends that have led to the crisis in the UNSC's functioning and the inefficiency of this international institution, which was originally entrusted with the primary responsibility for maintaining peace and security in the world after the Second World War. To conduct a thorough analysis of the aforementioned topic, the author divides the research into several stages: examining and analyzing the functions and powers of the UNSC; analyzing the instruments the UNSC employs in responding to various crisis situations (conflicts); conducting an analysis of how the UNSC has addressed the issue of the Russian-Ukrainian war, the largest conflict in Europe since World War II; and evaluating the possibility of reforming the UNSC. As a result of this research, the author concludes that the Russian-Ukrainian war has revealed the complete ineffectiveness, phantom nature, and bureaucratization of the current world security system. The United Nations Security Council, conceived after World War II as an institution responsible for continually ensuring and providing security and peace, has become completely paralyzed and ineffective. The author highlights that without reforming the UN Security Council, there is a risk that decision-making processes may shift to other platforms. Additionally, in the author's opinion, substantiated by research analysis, the current international security system has run its course and requires changes. A new architecture for the global security system is needed that genuinely addresses the challenges and threats of the new world order. The author emphasizes that the world needs not a supervisor or a hegemon but global justice for everyone, even the smallest country or nation. In the author's view, Ukraine, which has found itself at the epicenter of Russia's aggression, with all security guarantees provided by key geopolitical players violated, has an undeniable right to propose its vision of a new architecture for the global security system to the world community. This includes the creation of a new security segment for controlling nuclear weapons and other weapons of mass destruction.
