NATIONAL SECURITY IN A CHANGING ENVIRONMENT: PREVENTING THREATS AND CHALLENGES

Abstract

Issues of national security are one of the most important issues for which the state and its power institutions exercise their competence. The purpose of the work is to analyze the processes that are a key stage in the formation of a balanced state policy in the field of national security. The interdependence and interconnection of the components of national security is determined by the inseparability of the process of functioning and development of man, society, and the state in space and time. Methodology. National security and stability in the modern world require the implementation of an integrated and balanced approach to the management of various levels and sectors of society, therefore, the specified process was considered as two interrelated strategies: «top-down» to ensure national security and «bottom-up» to ensure national stability. Scientific novelty. The work emphasizes that without developing a comprehensive state policy in the field of national security of Ukraine and ensuring its implementation, it is impossible to solve the problems of state formation, create an effective mechanism for social protection of the population, and stabilize political processes. The difficult domestic political and economic situation, the aggravation of threats to the interests of citizens, society and the state require the development of effective measures aimed at ensuring national security. Having a clear security vision, articulated in a national security policy, helps align diverse interests and goals in the decisions that are made. It enables the state to set priorities, define strategic tasks and resources necessary to achieve these goals. Conclusions. Balancing national security and stability management principles is a continuous and dynamic process that requires constant monitoring, analysis, and adaptation to changes in economic, political, social, and technological conditions. Developing new security strategies and approaches is critical to adapting to these challenges and ensuring stability and security for all. This can include joint international efforts, innovation in security technologies and the development of more effective risk management strategies.
