On the Problem of Formation of the Conceptual Foundations of an Effective Innovative Model of Public Administration of a Higher Education Institution.
Abstract
An attempt is made to theoretical understanding and analysis of the main innovative aspects of public administration in higher education at the present stage of social development. The emphasis is placed on the fact that innovative approaches to the development of a fundamentally new, in line with the demands of the information society, of the system of public administration of higher education, contribute to a radical renewal of the process of training and education of future specialists, provide them with productive civilian — a useful activity in all spheres of social production. The specificity, basic foundations of the formation of the system of public administration of higher education, a separate higher educational institution on the basis of an innovative approach are considered. In relation to the management of higher education in general, in relation to the management of procurement, the following new models of management activity, or their elements, such as: dialogue management, participatory, facsimile, personally oriented, etc., have not been sufficiently investigated. The purpose of the article is to study the gaps in these issues. he main components that give the result of the management activities of the management, management bodies of the OWOs are the following: a) a holistic (as a complex) educational process; b) activity (or not) scientific and pedagogical collective. Conclusions are the next: (1) Innovative development of the process of management of higher education and ZOO directly, should be carried out according to a specific public-public model, the essential feature of which is the widest possible involvement in the management of the public, the development of democratic principles, self-government. Such models of management are inherent in the spheres of
education of most leading European countries, a number of countries in the world. (2) The management of ZNO as an innovative can only be provided with the maximum autonomy of such institution, the democratization of social and managerial relations, the close combination of administration and the public, publicity in the management and activities of the institution of education.
