ДУАЛІЗМ ДЕРЖАВИ ТА ГРОМАДИ: АНАЛІЗ ЕФЕКТИВНОСТІ ВЗАЄМОДІЇ ОРГАНІВ ВЛАДИ ТА ТЕРИТОРІАЛЬНИХ ГРОМАД
Abstract
The significance of the interactions between citizens, united in municipalities with governmental institutions is demonstrated to understand the needs of
citizens and the increase of the efficiency of management at the local level. It is proposed the reform “community as owner-innovator” in combination with
certain Oliveir reforms, which are the effective instruments of transformation process of the inefficient system interaction between state and community,
available resources synergies, which is supported by European experience. We believe in the importance of common approaches to the community property
rights, regardless of the state and its history.
