TOOLS FOR ENSURING THE PRINCIPLE OF OPENNESS AND TRANSPARENCY IN THE PROCESS OF PROVIDING ADMINISTRATIVE SERVICES BY LOCAL SELF-GOVERNMENT BODIES

The article examines tools for ensuring the principle of openness and transparency in the process of providing administrative services by local self-government bodies. Attention is focused on the importance of these principles in the context of increasing the level of trust of citizens in local self-government bodies and creating conditions for the effective functioning of a democratic society. It was determined that transparency and openness help reduce corruption risks, ensure access to information, and also stimulate public participation in public administration. The work systematizes the main tools used by local self-government bodies to comply with the specified principles. These include: electronic services (introduction of portals for the provision of administrative services, electronic queues and systems for monitoring citizen appeals); public reports (systematized publication of reports on the activities of local self-government bodies, in particular in open registers and on official websites); interactive communication (use of social networks, chatbots, hotlines for prompt information of citizens); public control (creating mechanisms to involve citizens in assessing the quality of service provision, conducting public discussions and consultations). The experience of implementation of the specified tools was studied. Special attention is paid to digitization as a key factor in the modernization of the processes of providing administrative services. The challenges that arise in the process of implementing innovations are analyzed, among which the low level of digital literacy of the population, limited funding and the imperfection of the regulatory and legal framework are highlighted. Recommendations for improving the mechanisms for ensuring openness and transparency, including the development of technological infrastructure, training of officials of local self-government bodies, and activation of interaction with the public are proposed.
