HUMAN CAPITAL ADMINISTRATION TO ENSURE THE FUNCTIONING OF THE CIVIL PROTECTION SPHERE: SCIENTIFIC APPROACHES

Abstract

Abstract. The article analyzes scientific approaches to the administration of human capital to ensure the functioning of the field of civil defense in order to justify proposals for improving administration of human capital to achieve its higher efficiency. The results of scientific research on the subject of terminology, essence and components, methods of evaluating human capital are presented and summarized. Approaches to the consideration of individual types of human capital are summarized, which is important for the formation of a methodological basis for the process of ensuring effective administration of this phenomenal resource. It was determined that the approaches of scientists differ. It was found that the value of human capital is a motivating factor for the field of civil defense and the implementation of its human-centered policy. It is argued that the components of human capital are the main objects of effective administration, which affects the change in the strategic vector of the transformation of the civil defense system, and are aimed at achieving maximum efficiency and effectiveness, while introducing non-financial categories. The close relationship between the effectiveness of the researched area and the use of unique human capital resources is substantiated. It was established that in contrast to the existing models of human capital administration (the essential advantages of which are meeting the needs of individuals with an orientation to the future, encouraging new, innovative, creativity, creative search, the prevalence of a low degree of manageability), the domestic model of human capital administration in the field of civil defense is formed on the principles the traditional approach, which does not provide an opportunity to holistically solve the problems of the development of individuals, taking into account the needs of today. The model of transition from the resource- cost model of human capital administration to its formation, development and reproduction based on the growth of social mobility, modernization of the medical care system, deregulation of the educational sphere, formation of the investment component of the development of human capital, as the main basis for the transformation of the infrastructure and the system of formation of a highly developed system, is considered promising human capital. The accumulation of human capital is a driver of the development of the field of civil protection. In order to effectively respond to modern challenges, it is necessary to constantly update and improve the system of public administration of human capital.
