Abstract. In this study, an analysis of the application of innovative technologies within the framework of public-private partnerships (PPP) and the possibilities for their adaptation in Ukraine based on the experience of European Union countries is conducted. The main focus of the work is on the integration of technological innovations such as digitalization, smart infrastructure, and data analytics into PPP processes, which contributes to increasing the efficiency and transparency of public resource management. The issue addressed is the need for resource optimization and the improvement of public service delivery in Ukraine, especially in the context of its post-war recovery. The goal of the work is to study the EU’s experience in implementing innovative technologies in PPPs and to develop recommendations for Ukraine on adapting these approaches within the national infrastructure. The article analyzes recent studies that emphasize the importance of innovative technologies for the success of PPPs and also discusses the challenges Ukraine faces, including legal and investment risks. The research results demonstrate the significant potential of innovative technologies in modernizing public administration and improving the quality of public services through PPP mechanisms. Special emphasis is placed on areas such as transportation, healthcare, energy, and education, where the use of technologies can significantly enhance service delivery efficiency. The necessity of creating a favorable regulatory environment for the successful implementation of technological innovations in PPPs is highlighted. The scientific novelty of the work lies in the systematic analysis of the possibilities for applying innovative technologies in PPPs, based on advanced European experience, and the development of recommendations for Ukraine on their implementation under current challenges. The developed approaches and recommendations could serve as the basis for developing a national strategy for PPP development, which would contribute to sustainable economic growth and improve the quality of life of Ukrainian citizens.
