PUBLIC ADMINISTRATION OF RECREATIONAL NATUREUSE ON THE BASIS OF SUSTAINABLE INCLUSIVE DEVELOPMENT IN THE CONTEXT OF URBANIZATION

Abstract. The article reveals the theoretical foundations of public administration of recreational nature management in the context of urbanization, provides practical recommendations for ensuring sustainable inclusive development of territories. It is established that the post-war restoration of territorial communities requires a change in approaches to multi-level public administration. The application of an integrated ecological, social and economic approach to establishing effective interaction between society and the environment allows balancing the implementation of scientific and technological progress, ensuring the preservation of ecological balance and the functioning of tools for rational environmental management. The introduction of an ecosystem approach to management decision-making at the national, regional and local levels will have a positive impact on the well-being of citizens. It is determined that strategies and plans for the socio-economic and cultural development of territorial communities should contain sections on recreational use of natural resources, and improvement programs should expand the territory of landscape and recreational space, make it inclusive and meet the needs of the public. During implementing the programs of socio-economic and cultural development, local governments should facilitate the establishment of various forms of cooperation and development of entrepreneurship in forestry and fisheries, create ecotourism areas for recreational fishing, and stimulate the attraction of investments in other objects of development of social infrastructure and recreation of residents of settlements. The article proposes to develop various forms and types of recreational activities with an emphasis on creating infrastructure for people with limited mobility.
