INNOVATIONS IN PUBLIC ADMINISTRATION TO ENSURE SOCIETAL SECURITY

Abstract

Abstract. The article is devoted to the research of innovations in public administration to ensure societal security and the justification of the innovative human-centered model of modernization of public administration in the system of ensuring societal security of Ukraine. In the conditions of dynamic socio-economic changes, war and demographic challenges, the implementation of societal security models is necessary to ensure the stability of the sphere of social protection and increase the level of trust of citizens in public institutions. The article examines the conceptual foundations of the human-centered model, analyzes the key elements of innovations in public administration and societal security, and also offers recommendations for their implementation. The importance of implementing people-centered approaches in the societal security system is substantiated. It is proved that the factors of successful modernization of the studied system are the introduction of innovative approaches to public administration. The use of advanced technologies for societal security will enable such a system to ensure not only the overcoming of existing problems and threats, but also, first of all, contribute to the development of prevention tools, to protect society from their occurrence. Modernization of public administration in the societal security system should ensure orientation to people; inclusiveness; technological innovations; partnership between the state and citizens. This involves the use of the latest technologies, in particular electronic governance, platforms for transparent interaction with citizens, as well as analytical tools for making management decisions based on data due to the digitization of services; use of big data and artificial intelligence, etc. Challenges, manifestations, ways to overcome these challenges and prospects for the introduction of a human-centric model of public management in the societal security system are considered. An innovative human-centered model of modernization of public administration in the societal security system is substantiated, the purpose of which is to ensure the effective functioning of mechanisms and tools that contribute to social stability, stability, protection of the community from the threat of losing its identity, ensuring social protection of all layers of the population with a focus on the development of public social policy security shifted from threats, challenges, risks and dangers to preventive measures by developing and monitoring the implementation of policies using result-oriented management, anti-crisis, risk-oriented management, project and proactive approaches with the involvement of means and tools of digitalization and social dialogue.
