THE PROBLEM OF PROTECTING CULTURAL HERITAGE DURING THE WAR: STATE AND ADMINISTRATIVE ASPECT

Abstract

Abstract. The article analyzes the key principles of state-administrative influence on solving the problems of cultural heritage protection during the war. The authors note the fact that Russia is increasing its cultural influence on Ukraine in order not to let it out of its civilizational orbit. At the same time, the Russian occupiers ruthlessly destroy cultural values in Ukraine: they damage cultural infrastructure objects, destroy cultural heritage sites. It is emphasized the need to activate the state-management factor of influence on solving the problems of cultural heritage protection. It is important to hold Russia as an aggressor state accountable, as well as specific individual responsible for the destruction, damage, and theft of Ukrainian cultural values. It is noted that the experience of forming and implementing the policy of the EU and the Council of Europe regarding cultural heritage is suitable for application on the domestic territory. There, the protection of cultural heritage is carried out within the framework not only of cultural policy, but also within the framework of other sectoral policies of the EU, such as sustainability, natural disaster risk management, nature protection, digital policies, and education. Digitization and inventory of archival funds, museum collections, and mapping are an important area of cultural heritage preservation. Positive examples of activities of non-govemmental organizations of the international level and domestic organizations of civil society regarding the protection of cultural heritage are given. The authors conclude that legislation on the protection of cultural heritage sites should be improved in Ukraine. More attention should be paid to preventive measures, in particular, educational programs and educational work. The state should also take care of the inventory of cultural values and the formation of relevant databases, threat analysis and risk management. Thus, it is about systematic work carried out in cooperation with the non-governmental sector, with the involvement of international organizations and the maximum use of opportunities for intergovernmental cooperation.
