CRITERIA FOR DETERMINING THE NUMBER CIVIL DEFENSE UNITS, ESTABLISHED IN THE COMPOSITION OF THE EXECUTIVE POWER OF CITY, TOWNS, AND VILLAGE COUNCILS

Abstract

Abstract. Suggested an algorithm of actions for the creation of a division of civil defense in the structure of the executive power. According to the analysis of the state of technological and environmental security of the community, certification of the territory of the community for the risk of emergency situations, and determination of the scope of work on the prevention of emergency situations in the territory of the community, the criteria for determining the number of the structural unit for civil defense issues are provided. Showed the level of influence of each criterion on the possible scope of work related to the prevention of emergency situations, which should be done by workers of the structural unit of civil defense when calculating the number of the structural unit of civil defense of the local authority. Currently, there are no specific recommendations of the Cabinet of Ministers of Ukraine for the organizational and management structure of local self-government bodies for the organization of civil protection measures on the territory of communities. The number of civil defense specialists in the executive branch of the local authority is limited to a minimum, and the scope of work for their duties in the field of civil protection in accordance with Article 36-1 of the Law of Ukraine «On Local Authority in Ukraine» has not fully researched yet. The purpose of the research is to analyze and formulate approaches to the criteria for determining the number of civil defense units, which are formed as part of the executive branch of city, town, and village councils. According to the law and the European Charter of Local Self-Government, the authority of local authorities to independently approve the structure of the council’s executive branches, the total number of the council’s staff, and its executive branches, is substantiated. An algorithm of actions is suggested to create a division in the structure of the executive power for the organization of civil defense. According to the analysis of the state of technogenic and ecological safety of the community, certification of the territory of the community regarding the risk of emergency situations, and determination of the scope of work to prevent emergency situations in the territory of the community, the criteria for determining the size of the structural unit for civil defense issues are provided: the level of technogenic load on the territory of the community, the probability occurrence of emergency situations of a natural nature, the number of residents living in the territory of the community, the presence of settlements assigned to the relevant groups of civil protection and/or economic entities - to the relevant categories of civil defense. The expediency of clearly determining the level of influence of each proposed criterion on the possible volume of work related to the prevention of emergency situations, which should be performed by workers of the structural unit of civil defense when calculating the number of the structural unit of civil defense of the local authority, is emphasized.
