IMPROVING THE METHODOLOGY OF SMARTIZATION OF TERRITORY DEVELOPMENT MANAGEMENT

Abstract. The article is devoted to the substantiation of the conceptual, methodical, and instrumental levels of the methodology of smartization of the management of the development of territories in the conditions of decentralization of power and permanent crises (the COVID-19 pandemic, martial law). The variability and aggressiveness of the external environment, the unstable state of the internal environment create constant crisis situations regarding the development of territories, which requires the search for non-standard management solutions. Among the key problems of the smart development of territories (as subsystems of local self-government), the most acute are the problems of regulatory and legal support, personnel, material and technical support, information support, the use of new management mechanisms and technologies, increasing the level of application of IT technologies, and reducing uncertainty in the formulation of strategic questions, etc. Therefore, the importance of applying the Smart City concept to the management of the local development support system is increasing. The methodology combines scientific and epistemological approaches and modern methods of solving problems, structuring the effectiveness of the mechanisms for solving them. Based on the specified prerequisites, the content of the levels of the methodology is summarized, which is aimed at eliminating its theoretical and institutional gaps and weak points in the community development system. Among the prerequisites are the following: the organizational and functional mechanism of smart management of the development of territories is created on the basis of the formation of a proactive position of representatives of local self-government bodies and interested persons (stakeholders) in cities regarding their development; planning the implementation of smart elements in management processes is based on resource and strategic approaches with the determination of the available financial capabilities of the territory; the motivation of local self-government bodies, residents and stakeholders regarding the development of the community is based on the perspective of development, ensuring the well-being and safety of citizens through the use of modern innovative development tools; control is determined by the specificity of the system of smart management of the development of territories.
