ANTI-CRISIS MANAGEMENT OF A BIG CITY IN EMERGENCY CONDITIONS

Abstract

Abstract. Based on the results of the research, it was determined that the genesis of Ukrainian local self-government. It determines like a number of modern and urgent problems in the sphere of science, economy, organization and law, which require an urgent search for a solution in order to ensure the achieved standard of living and the corresponding level of municipal security in large cities of Ukraine. Today, municipal security is a component of the theory and practice of Ukraine's national security and a tool for ensuring social integrity and the state’s ability to resist threats, which characterizes the reliability of existence and the stability of the development of the socio-political system of the state. That is, municipal security is a special complex type of activity, which includes a set of measures aimed at preventing dangers and threats of various nature to residents and the community of a large city. Accordingly, potential and obvious dangers should be understand as a combination of unfavorable obvious or latent factors that directly or indirectly affect the state of municipal security. It was determined that the anti-crisis management of a large city in the conditions of a state of emergency should take into account the following components: ensuring the stable functioning of a large city, restoration of normal living conditions of citizens and functioning of the city’s critical infrastructure; determining the directions of development of a large city and the post-crisis period; establishment of cooperation with international partners and other regions of the country; solving logistical problems and accumulating reserve stocks of critical supply products, including ensuring food and fuel security. This important direction of administration was study mostly fragmentarily and episodically and was caused only by the emergence of crisis phenomena accompanying the socio-economic systems of foreign countries. It has been prove that municipal security is a special type of activity related to its provision, which includes a system of measures aimed at preventing dangers and threats of various nature to people and the community of a large city. At the same time, such dangers and threats should be understand as a set of unfavorable factors (existing or latent) that directly or indirectly affect the normal state of municipal security. This approach allows us to consider municipal security as the state's existing level of resistance to threats of various nature to the normal state of life of the latter, as well as the degree of protection of man and society. It also implies that the state and society take an offensive position regarding the proper provision of protection of vital national interests and preemptively counteract existing (potential) threats. It was establish that Ukraine currently lacks a modern planning system for crises, which provides for wide interdepartmental interaction and coordination of such activities. Solving this problem is possible within the framework of the formation of a national system of stability and assigning the corresponding functions to the coordinating body for ensuring national stability. In view of the above, it is recommend to determine the legal basis of planning in the field of civil protection, in particular, the procedure for the development and coordination of plans within the framework of the unified state system of civil protection.
