INTERIOR MINISTRY, WHICH IS CREATING FOR THE PARTICIPATION IN ELIMINATING THE EPIDEMIC (THE PANDEMIC)

Abstract. The urgency of the chosen direction of research has grounded in the article. The urgency of the chosen direction of research consists in existing of inconsistency between need for conducting the allocation of forces between the operational order’s elements of the consolidated squad of the Interior Ministry and non-perfection of scientific-methodological apparatus, that would have allowed to do it well-reasoned enough. It is determined, that one of the ways of overcoming of specified inconsistency is development of the instrument of public administration’s machinery of civil protection forces in the form of the Methodology for allocation of forces between the operational order’s elements of the consolidated squad of the Interior Ministry, which is creating for the participation in eliminating the epidemic (the pandemic). The authors emphasize that the specified Methodology should allow conducting the allocation of forces between the operational order’s elements of the consolidated squad by identifying of importance, urgency and priority of carrying out designated tasks. Recent studies of research works and publications on the field of the research have analyzed in the article. Results of analysis may be assert that existing scientific-methodological apparatus could be useful in solving of the research’s partial problems, but didn’t give a full opportunity to allocate forces between the operational order’s elements of the consolidated squad of the Interior Ministry, which is creating for the participation in eliminating the epidemic (the pandemic), based on importance, urgency and priority of carrying out designated tasks. It is noted that during making the research the following methods have used: studying of literature and documents, analysis, generalization, prediction, studying and generalization of experience, Eisenhower method (matrix), method of expert estimates, method of a priori ranking, Kendall’s method (concordance coefficient), multi-criteria optimization. The flowchart of the Methodology for allocation of forces between the operational order’s elements of the consolidated squad of the Interior Ministry, which is creating for the participation in eliminating the epidemic (the pandemic), examples of allocation of tasks by categories based on importance and urgency of carrying out of them, and ranking of specified tasks based on priority of carrying out those tasks are presented in the article.
