PUBLIC–PRIVATE PARTNERSHIP AS A TOOL FOR MODERNIZING THE HEALTHCARE SYSTEM OF UKRAINE

Abstract

The article provides a comprehensive study of the organizational and managerial mechanisms for implementing public–private partnership (PPP) projects in the healthcare sector of Ukraine as an integral part of the national healthcare modernization strategy. It substantiates that the successful development of PPP projects depends on the coherence of managerial functions at all stages of their life cycle — from project initiation and planning to operation and monitoring. The paper analyzes the system of institutional interactions between the state and private partners, emphasizing the importance of managerial coordination, transparency of communication processes, and effective control mechanisms. The author argues that the effective implementation of PPP projects requires a structured approach to project cycle management based on the principles of accountability, risk-oriented planning, and value for money. The study highlights that the interaction between public authorities and private investors should not only ensure the economic efficiency of investments but also increase the accessibility and quality of healthcare services for the population. Special attention is given to the integration of strategic, operational, and financial management functions within a unified project governance system, which serves as the foundation for sustainable development in healthcare. The scientific novelty of the article lies in the development of a comprehensive conceptual model for managing the life cycle of healthcare PPP projects, which combines public administration, corporate governance, and risk management instruments. The practical value of the results consists in their applicability for designing, implementing, and evaluating healthcare partnership projects under the current conditions of healthcare reform in Ukraine. The conclusions emphasize that the introduction of standardized management procedures, digital monitoring systems, and unified coordination centers will significantly enhance the efficiency and social impact of PPP initiatives in the healthcare sector.
