Abstract

The article examines current trends in the development of the institution of police-community partnership as a strategic direction for improving administrative and legal relations in the field of public safety. It is noted that the transformation of the public administration system in the context of the democratization of society requires a change in approaches to the activities of law enforcement agencies – from a repressive model to a service-oriented one, based on the principles of mutual trust, openness and participation of citizens in the processes of ensuring security. The essence of the concept of "community policing" is revealed and analyzed as a modern model of interaction between law enforcement agencies and the population and as a tool for forming a new culture of police activity aimed at preventing offenses, strengthening law and order and increasing public trust in the police. It is established that this model is based on mutual trust, openness and shared responsibility for safety. The paper analyzes the regulatory legal acts that regulate the interaction of the police with the public, and determines their impact on the formation of administrative and legal mechanisms of public safety. Particular attention is paid to the experience of implementing the institution of a community police officer in Ukraine, the activities of police advisory groups and public law enforcement organizations. Problematic aspects of the implementation of partnership programs are outlined, in particular, insufficient regulatory detailing of interaction procedures, low legal awareness of the population and the need to improve the communicative training of police officers. It is emphasized that the development of police-community partnerships is an effective means of increasing the efficiency of administrative and legal regulation in the field of public safety, as it ensures the coordination of public and private interests, increases the legitimacy of law enforcement agencies and contributes to the formation of a socially responsible civil society. Proposals are formulated to improve administrative and legal mechanisms in the field of public safety, taking into account European standards.
