STRATEGIC PLANNING AS AN INSTITUTION FETISH IN PUBLIC MANAGEMENT OF UKRAINE: METHODOLOGICAL, PROFESSIONAL AND ETHICAL ASPECTS OF THE PROBLEM

Abstract

The main reasons and ways of spreading institutional fetishes in the public management of Ukraine are studied. The main examples of the negative impact of institutional fetishes on the effectiveness of public management are presented. The head attention is paid to the modern aspects of fetishization of the strategic planning institute in the sphere of public management. The negative consequences of its spread at various levels of the power hierarchy are shown. Emphasis is placed on the ethical and professional problems of public management related to the transformation of strategic planning into an institutional fetish. A review of literary sources devoted to the problems of fetishization of the sphere of public management in general and the development of strategic planning in Ukraine was carried out. The purpose of the article is to determine the justification of priority areas and primary means of preventing the fetishization of strategic planning in the public management of Ukraine. The main factors of strategic planning fetishization in the public management of Ukraine is acknowledged: institutional gaps in regulatory and legal support system, organizational and managerial deformations, as well as insufficient efficiency of the intersectoral interactions mechanism. It has been proven that the fetishization of the Institute of Strategic Planning in the public management of Ukraine has a negative effect on the professional and ethical activities of state and local self-government employees. The specified negativity is also projected on the functioning of the institutions of civil society. First of all, this refers to the demotivation of their staff, the opportunistic behavior strengthening and the predisposition to tolerance of corruption. In order to prevent the transformation of strategic planning in the public management of Ukraine into an institutional fetish, it is suggested to activate the use the tools of non-violent coercion including gaming, digital and social technologies. In addition, informational and educational work with specialists in the public sphere is of great importance in this context, the same as a more active involvement of civil society institutions in the process of developing and implementing strategic plans at the national, regional and local levels.
