PROBLEM ISSUES OF DEVELOPING PUBLIC ADMINISTRATION TO ENSURING NATIONAL SECURITY IN THE CONDITIONS OF AN UNSTABLE CONTEXT OF SOCIETY DEVELOPMENT: THEORETICAL ANALYSIS

The institutional, functional, regulatory, systemic, digital, risk-oriented and integrative approaches to the study of public administration are analyzed and systematized. It is proven that their integration ensures the complexity of the analysis and allows the formation of a conceptually complete management model capable of ensuring resource synergy, interagency interaction and a high level of cyber resilience. It is emphasized that the use of innovative approaches is a necessary condition for increasing the effectiveness of the state response to modern threats. The content of the key functions of public administration in the field of national security is clarified and detailed. The significance of the strategic function as a tool for determining long-term priorities and developing conceptual principles of policy is substantiated; regulatory (as a mechanism for normative regulation of the sphere); operational (as a tool for coordinating the activities of entities); control and supervision (as a guarantee of compliance with standards of efficiency and legality). It is established that the comprehensive implementation of these functions ensures the formation of a stable, manageable and adaptable national security system. It is shown that the systematicity and normative certainty traditional for the Ukrainian management model should be combined with innovation, flexibility and network principles of Network Governance and Good Governance. It is substantiated that such a synthesis allows balancing centralized control and decentralized adaptability, creating a proactive system for ensuring national security, capable of predicting risks and quickly transforming response mechanisms. Appeal to theoretical approaches is a necessary condition for outlining the boundaries of the phenomenon under study, determining its structural components and understanding which determinants affect its effectiveness. Public administration in the field of national security operates in conditions of increased dynamism, when each element of the system is influenced not only by internal political, economic and social processes, but also by external geopolitical shifts, technological changes and rapidly evolving threats. That is why theoretical approaches allow us to understand the presented problem as one that goes beyond the narrow institutional understanding and covers the entire system of managerial interaction.
