THE ROLE OF RENEWABLE ENERGY IN THE ENERGY SECURITY SYSTEM: ADMINISTRATIVE ASPECT

Abstract

The renewable energy sector has always been of interest to various branches of science, which is due to the natural innovation of the object of study. Nowadays, when the state’s fuel and energy complex operates in the wartime regime, this object of study becomes even more relevant and, in a sense, even urgent and necessary to study in terms of further rationed and balanced functioning of the integrated energy system of Ukraine. Therefore, there is a need for a proper study of this matter in view of public administration, as a science that will enable the introduction of effective and immediate mechanisms for the introduction and implementation of innovative energy generation in energy production at the state level. The purpose of the study is to examine the role of renewable energy in the system of ensuring energy security of Ukraine from the perspective of public administration as an alternative to traditional types of energy generation and as one of the key elements of energy counteraction in wartime. Methodology. The main research methods used in the article are analysis, synthesis, abstract and logical, comparative, legal and systemic and structural methods. Meanwhile, the study of the renewable energy sector of the fuel and energy complex of the state in the crisis conditions was carried out through the lens of public administration instruments used for ensuring the state's energy security. An analysis of the latest research and publications on the subject of renewable energy with regard to the public administration processes is carried out and current scientific views on the relevant research are differentiated. The regulatory and legislative framework for ensuring the functioning of the renewable energy sector in Ukraine is studied. The author illustrates the dynamics of the installed capacity of the renewable energy sector in the 2019-2021 period as a threshold for understanding the capacity by energy generation type before russian full-scale invasion of Ukraine in 2022 and briefly analyses the impact that military aggression had on the sector. The indicator of electricity deficit in the integrated power system of Ukraine during peak hours of electricity consumption as of May 2024 is determined. The author emphasizes the crisis in the energy sector in wartime. In order to resolve the issue the rapid implementation of effective public administration mechanisms aimed at decentralizing energy production of the fuel and energy complex at the macro level, through energy production tools of micro-influence of renewable generation is required. The study emphasizes the need for energy independence of private households as one of the main goals of the future updated energy strategy of the state. The need to involve local authorities in the energy decentralization process is stressed. They are to take a key role in implementing their own micro-projects for the energy independence of local communities through the management tools of public administration in the form of relevant national programs and regional projects. Conclusions. The study summarizes that the mechanisms of energy decentralization of the state's energy system require immediate implementation, yet are possible only through the latest technical instruments of green energy, primarily due to the crisis of shunting energy generation in Ukraine. This significantly reduces other technical capabilities of the energy system, not least due to the commitments taken by the state regarding the transition to green energy, which is enshrined at the diplomatic level within the framework of international agreements and regulated in the respective documents on this cooperation. The author suggests a study in a public administration instrument of regulatory and legal significance displaying the energy decentralization mechanism as a basis for creating a strategy of energy independence and for ensuring the energy security system of the state.
