MECHANISMS OF PUBLIC MANAGEMENT OF SOCIO-ECONOMIC DEVELOPMENT OF COMMUNITIES IN THE CONDITIONS OF MARTIAL LAW

Abstract

Today, the issue of socio-economic development of communities is considered extremely relevant and complex. It is the development of territories that is the main driver for guaranteeing economic growth and improving the quality of life of residents of a territorial community. The socioeconomic development of communities is determined by a difficult process that affects a significant array of issues, including economic activity, health care and social needs, infrastructure development, education, and many others. Taking into account the individual characteristics and reserves of each community, it is necessary to conduct a diagnosis of the current state and subsequently develop strategic directions that would be able to meet its individual needs and capabilities. The above will help improve public administration mechanisms, and will also contribute to sustainable development and improvement of the quality of life of residents of territorial communities. The purpose of the article is to analyze the implementation of public administration mechanisms for the socio-economic development of communities under martial law. Materials and methods. The materials of the study are: regulatory and legal documents on the study of the socio-economic development of communities; scientific works of researchers, which identify approaches to the development of mechanisms for the socio-economic development of territorial communities, directions and risks of local economic development under war conditions, and analyze tools for the restoration of territories. Results. It was determined that the conditions of martial law led to the presence of new participants in the process of local socio-economic development of communities – internally displaced persons and relocated businesses, the formation of new types of interaction and the formation of effective business infrastructure, taking into account the security component. Relocation of business and internally displaced persons have changed the socio-economic development of communities, which is justified by new opportunities for building their potential based on the activation of business activity, the creation of new jobs, the ability to reduce the burden on the local budget and support the appropriate level of consumer demand of the population. A number of problems of communities under martial law are identified and priority measures in this direction are determined, which are universal for all communities. Prospects. The dependence of local budgets on targeted transfers from the state budget indicates insufficient autonomy in managing funds received from the state. To determine ways to solve the problem, research is required on the problematic issues of improving the local financing mechanism (tax reform), which will contribute to the full financial independence of local governments.
